        "content": "<p>Eleven regional heads have been caught in sting operations (OTT) by\nthe Corruption Eradication Commission (KPK). House of Representatives\n(DPR) Commission II member Ahmad Irawan of the Golkar Party highlighted\nthat state officials are being exposed to a corrupt culture and that\nenforcement appears to have lost its deterrent effect.<\/p>\n<p>\u201cIn my opinion, no one is born with a tendency to commit corruption.\nSo, if we want to talk about prevention, the focus must be on the system\nand the environment. Many corruption perpetrators, I suspect, are\nexposed to the corrupt culture itself,\u201d Irawan told reporters on\nThursday (23\/7\/2026).<\/p>\n<p>He believes the state must create policies that prevent officials\nfrom being tempted to engage in corruption. He also touched on the issue\nof regional heads\u2019 salaries.<\/p>\n<p>\u201cThe state must make good and correct policies, implement a merit\nsystem, provide sufficient income, and so on. We still have many\nshortcomings, and we all understand and realise that,\u201d he said.<\/p>\n<p>According to him, the strategy for eradicating corruption needs to\nshift from merely prioritising prosecution to strengthening prevention.\nOn the other hand, Ahmad acknowledged that enforcement remains\nnecessary. However, he argued that the deterrent effect on corruption\nperpetrators needs to be strengthened because it is currently perceived\nto be diminishing.<\/p>\n<p>\u201cCurrent enforcement seems to have lost its deterrent effect.\nPrevention and enforcement are only effective if they create a deterrent\neffect and make others afraid to commit the same act,\u201d he said.<\/p>\n<p>He also proposed that the model for corruption enforcement be\ndirected more towards asset recovery. Furthermore, legal certainty must\nbe reinforced so that administrative errors are not immediately\ncriminalised as acts of corruption.<\/p>\n<p>\u201cAdministrative errors should not be directly considered corruption.\nSo, mens rea must be proven,\u201d he concluded.<\/p>",
