        "content": "<p>Jakarta (ANTARA) - Member of Commission VII of the Indonesian House\nof Representatives (DPR RI) Putra Nababan has proposed that the Ministry\nof Creative Economy establish a guarantor scheme or risk guarantee\ninstitution across ministries to cover creative industry business actors\nwho wish to use intellectual property (IP) as collateral for bank\nloans.<\/p>\n<p>\u201cI propose that the Ministry of Creative Economy could initiate the\nformation of a Public Service Agency (BLU), or a guarantor scheme, or a\nrisk guarantee institution with the Ministry of Finance to bear the\nburden of IP-based credit failures,\u201d said Putra during a Working Plan\nand Budget meeting at the Parliament Complex in Senayan, Jakarta, on\nMonday.<\/p>\n<p>Putra said the proposal was based on his visit to an animation studio\nin Cimahi, West Java, where he found that conventional banks,\nstate-owned banks (himbara), and regional banks reject intellectual\nproperty as loan collateral because it is considered illiquid, volatile,\nand lacking a standard valuation.<\/p>\n<p>According to him, this could kill the creative industry because loan\ncollateral can support the production cycle, including animation, which\nrequires investment in technology and a lengthy production time.<\/p>\n<p>\u201cTherefore, I believe there must be not only encouragement but\nsystemic compulsion from the state in the form of policy intervention;\nit cannot be merely an appeal,\u201d said the PDIP faction member.<\/p>\n<p>Responding to this, Creative Economy Minister Teuku Riefky Harsya\nsaid he continues to build trust with stakeholders, in this case the\nbanking sector, and coordinates with the Financial Services Authority\n(OJK) to socialise IP-based credit.<\/p>\n<p>Riefky said his ministry\u2019s relevant directorate is also continuously\nconducting outreach, from global IP bodies such as WIPO to MAPI, to\nbuild banking confidence in IP collateral.<\/p>\n<p>\u201cBuilding this trust is very important for us to start, even though\nthe success ratio is very small, but we must indeed begin,\u201d said\nRiefky.<\/p>\n<p>The Creative Economy Ministry has also collaborated with the\nCoordinating Ministry for Economic Affairs, the Ministry of Finance, the\nMinistry of Law, and OJK in developing various regulations related to\nintellectual property, including IP Valuers and IP-based financing\n(Commercial Credit Facilities and KUR) for the creative economy\nsector.<\/p>",
