        "content": "<p>Jakarta (ANTARA) - Muhammad Khozin, a member of Commission II of the\nHouse of Representatives (DPR RI), has proposed that regional elections\n(pilkada) be held solely to elect the regional head, whilst the deputy\nwould be appointed by the elected regional head.<\/p>\n<p>Speaking at a Commission II DPR RI meeting with the Ministry of Home\nAffairs as well as regional heads and their deputies in Jakarta on\nThursday, Khozin put forward the idea to prevent deputy regional heads\nfrom being used merely as vote getters in regional elections.<\/p>\n<p>\u201cWhat should the second solution be? Amend the Regional Elections\nLaw. Let us elect only the regional head, without a deputy. The deputy\nregional head can simply be appointed by the regional head. This is so\nthey do not become mere vote getters \u2014 one feels sorry for the current\ndeputy regional heads,\u201d he said.<\/p>\n<p>Khozin said the issue had been raised when Commission II of the DPR\nRI received a delegation from the Association of Deputy Regional\nHeads.<\/p>\n<p>\u201cThis problem is a problem by system, not by person, because nearly\n60 per cent of the data we have from the regions shows disharmony\nbetween the regional head and the deputy regional head,\u201d he said.<\/p>\n<p>\u201cAs long as no delegation of authority is granted by the regional\nhead, the deputy regional head cannot do anything. They have no role at\nall. They spend five years shut away in a room, or merely attending\nannual forums,\u201d Khozin said.<\/p>\n<p>He stressed that this situation must not be allowed to continue, as\nit runs counter to the spirit of democracy and regional autonomy.<\/p>",
