        "content": "<p>Legislator defends RP executions<\/p>\n<p>MANILA (DPA): A Philippine legislator assured critics of the<br>\ndeath penalty yesterday that the country's capital punishment law<br>\ncontained safety provisions against reckless sentencing.<\/p>\n<p>The remarks by Senator Ernesto Herrera, author of the law re-<br>\ninstating capital punishment in 1994, came as opposition mounted<br>\nagainst the first execution scheduled for next year.<\/p>\n<p>Herrera said that among such safety provisions were explicit<br>\nstatements that death was the most severe of a range of penalties<br>\nfor heinous crimes.<\/p>\n<p>The first person scheduled for execution next year is Leo<br>\nEchegaray, a carpenter who was convicted of repeatedly raping his<br>\nstep-daughter.<\/p>\n<p>At least 414 convicts have been sentenced to die by lethal<br>\ninjection since 1994. So far, the Supreme Court has confirmed<br>\nonly six death sentences.<\/p>",
