Alex conveyed\nthis view in Jakarta on Thursday, following floods that hit several\nareas of West Sumatra despite the dry season. \u201cExtreme rainfall patterns\nthat no longer follow seasonal cycles indicate that a development\napproach relying on the seasonal calendar is no longer sufficient to\nprotect the public,\u201d he said. According to Alex, the shift in weather\npatterns shows that Indonesia is entering a new era of disaster risk,\nrequiring the government to build a more anticipatory public protection\nsystem. He assessed that the government needs to evaluate various\ndevelopment policies that still use conventional seasonal assumptions,\nincluding in infrastructure planning, spatial planning, watershed\nmanagement, residential areas, agriculture, and public services. He\nstated that climate adaptation must become a core principle in national\nand regional development planning, not merely a sectoral policy.\nRegarding the flooding in West Sumatra, Alex also urged local\ngovernments to ensure that aid to affected communities is distributed\nequitably, with attention to vulnerable groups, including children, the\nelderly, pregnant women, persons with disabilities, and other at-risk\npopulations. He emphasised that the sooner the government anticipates\nclimate risk changes, the smaller the social, economic, and humanitarian\nimpacts the public will have to bear. Previously, flooding hit Padang\ndue to very high-intensity rain on Monday (3\/8), creating 15 flood\npoints in Padang City. Similar disasters have also begun to occur in\nother areas of West Sumatra, including Agam Regency. Although the\nfloodwaters in Padang City have gradually receded, the impact was\nsignificant, with the large volume of water sweeping away residents\u2019\nbelongings. The flooding affected 1,488 families, and 1,377 individuals\nwere forced to evacuate.<\/p>",
