The Indonesian House of Representatives' Legislative Body (Baleg) is pushing for the One Data Indonesia Bill to integrate national data for more effective public policy. The regulation aims to resolve long-standing issues such as sectoral ego, data fragmentation, and overlapping authorities across government agencies.

The Deputy Chairman of the House of Representatives’ Legislative Body
(Baleg), Sturman Panjaitan, stated that with the drafting of the One
Data Indonesia Bill, state-owned data will no longer remain merely a
pile of archives.

During a discussion meeting regarding the One Data Indonesia Bill
with the government at the DPR Building in Jakarta on Wednesday, Sturman
emphasised that the regulation aims to integrate national data to serve
as a reference for development direction.

“With this law, the data held by the state will no longer stop as a
pile of archives, but will become the basis for effective planning and
implementation of public policy, bringing real benefits to the
community,” he said.

Baleg identifies at least six fundamental and recurring issues in
national data governance.

First, fragmentation and sectoral ego. Every ministry, agency, and
local government, down to the village level, produces data using
different definitions, methodologies, standards, and update schedules,
resulting in a lack of a single source of truth.

The second issue is overlapping authority, as the same data is
repeatedly produced by multiple agencies, while there is no strong
authority to establish the official reference data.

Third, the existence of partial up-to-date data leads to misdirected
policies. The lack of synchronisation between ministries and agencies
causes the distribution of social assistance, subsidies, and other
programmes to fail to reach the rightful recipients.

Fifth, there is the issue of unequal roles between the central
government, regional governments, and villages.

Sixth, the legal foundation remains inadequate, as evidenced by data
governance regulations being scattered across various sectoral
rules.

“This series of problems is not merely a matter of technical
administration. It is a matter of justice. This condition must not be
allowed to persist. On that basis, the DPR is taking the initiative,”
said Sturman.
",
