        "content": "<p>Purwokerto (ANTARA) - Legal expert from Universitas Jenderal\nSoedirman (Unsoed) Purwokerto, Prof Hibnu Nugroho, has reminded of the\nimportance of enhancing cross-sectoral coordination to prevent the\nhazards of firecrackers, which often cause casualties and disrupt public\norder, especially during major religious occasions. \u201cHandling the\nfirecracker issue cannot be solely entrusted to the police. Community\npolicing officers cannot act alone; cross-sectoral coordination is\nneeded, involving local government, community leaders, and youth figures\nto make prevention more effective,\u201d he said when contacted in\nPurwokerto, Banyumas Regency, Central Java, on Tuesday. According to\nhim, religious celebrations such as Eid al-Fitr are synonymous with\njoyful atmospheres that are part of societal traditions. However, he\nsaid, expressions of joy must still remain within the bounds of social\ntolerance so as not to disturb environmental comfort or endanger public\nsafety. He stated that a persuasive approach through the role of\ncommunity leaders and community-level guidance is an important step to\nbuild collective awareness regarding the risks of using firecrackers.\nTherefore, he said, the involvement of local-level officials is also\nconsidered strategic because they better understand the characteristics\nand dynamics of the local community. However, large-sized firecrackers\nwith high explosive power are deemed to exceed reasonable limits, so\nauthorities must act firmly to prevent broader impacts. \u201cIf it is\nalready beyond the limits, the police must intervene. The police\u2019s\nfunction is to maintain order and provide protection to the community,\u201d\nhe said in response to firecracker explosion cases that have caused\nfatalities in several areas. In addition, he also reminded of the need\nfor consistency in law enforcement to avoid the impression of leniency\nin society. Such consistency, he said, needs to be accompanied by\npreventive measures through strict monitoring of the distribution of raw\nmaterials that have the potential to be misused as explosives. The\nProfessor of Law at Unsoed\u2019s Faculty of Law assessed that the widespread\ncirculation of firecrackers indicates remaining gaps in the oversight of\nthe distribution chain, both at the production, sales, and field use\nlevels. Therefore, he continued, strengthening coordination between\nagencies is key to making control more effective and comprehensive. He\nalso highlighted the importance of strengthening legal sanction\nsocialisation so that the public understands the legal consequences of\nthe circulation or use of dangerous firecrackers. According to him,\nmassive socialisation can increase legal awareness while encouraging\npublic participation in preventing potential security and order\ndisturbances. \u201cLaw enforcers must not lose to the \u2018hide-and-seek\u2019\npractices. Coordination among all parties and tightening the\ndistribution of raw materials is key because this concerns public\nsafety,\u201d said Prof Hibnu.<\/p>",
