        "content": "<p>Legacy of Bob Hasan's monopoly<\/p>\n<p>From Bisnis Indonesia<\/p>\n<p>The Association of Indonesian Forest Concessionaires (APHI)<br>\nhas, since 1990, collected from each member compulsory dues<br>\namounting to US$2 per hectare for purposes of inventory and<br>\nmapping of forest concessions. At the time, the total area was<br>\nestimated at 60 million hectares.<\/p>\n<p>APHI -- chaired at the time by Mohammad \"Bob\" Hasan --<br>\nappointed newly established company PT Adikarto Printindo, then<br>\nowned by Bambang Yoga Sugama, to conduct mapping of forest<br>\nconcessions throughout Indonesia.<\/p>\n<p>In 1991, PT Adikarto Printindo was taken over by Bob Hasan and<br>\nits name changed to PT Mapindo Parama, the only company permitted<br>\nto carry out photography and mapping of all forest concessions in<br>\nIndonesia. Mapping by other companies\/consultants was not<br>\nrecognized by the APHI.<\/p>\n<p>Up to now, the mapping has not been finished. A number of<br>\ncompanies which already have part of the mapping data, including<br>\nKayu Lapis Indonesia, say that the maps strongly fail to meet the<br>\ncriteria for mapping. No control point used in the process of<br>\nmapping is the result of measurements in the field. They were<br>\ntaken from old maps with a scale of 1:250,000, which is very<br>\ninadequate and unfeasible scientifically to control the<br>\nphotography at a scale of 1:20,000.<\/p>\n<p>Thus, apart from the loss of time and the waste, the market<br>\nmonopoly of $120 million (for inventory every five years) also<br>\nstifles a dozen mapping companies.<\/p>\n<p>We propose that:<\/p>\n<p>1. Monopolistic practices in photography and mapping in forestry<br>\ncircles be eradicated.<\/p>\n<p>2. PT Mapindo Parama and APHI be obliged to account for the<br>\nquality of, and all the funds used for, the production of aerial<br>\nphotographs and forestry maps.<\/p>\n<p>3. All administrative requirements for national private<br>\nconsultants who operate in the forestry business be abolished.<br>\nFor technical consultants, a consultancy service business permit<br>\nshould be adequate to offer their services.<\/p>\n<p>GATOT PURNOMO<\/p>\n<p>Jakarta<\/p>",
