An Indonesian lawyer has filed a request to become a related party in the Constitutional Court's formal review of the revised Police Law. The applicant argues that the new legislation, rather than being procedurally flawed, actually strengthens police reform by enhancing accountability and oversight. The move comes amid broader public debate and legal challenges concerning the 2026 revision of the Police Law.

Advocate Imamudin has filed a request to become a Related Party in
case concerning the formal review of Law Number 5 of 2026 at the
Constitutional Court. The case involves a formal challenge to the third
amendment of the Police Law.

Imamudin’s legal counsel, Putri Addina from VST and Partners, stated
that the new Police Law actually accommodates several demands for police
reform. These include strengthening the principles of professionalism,
proportionality, transparency, and accountability, as well as enhancing
technology-based oversight functions.

The legal team argued that the new regulation also strengthens the
National Police Commission (Kompolnas) and mandates that the police
education curriculum includes human rights, democracy, and humanist
principles. Consequently, they believe the petitioners’ claims regarding
procedural bad faith in the law’s formation are unfounded.

Putri Addina further explained the close link between the Police Law
and the new Criminal Procedure Code (KUHAP) within an integrated
criminal justice system. She noted that the new KUHAP regulates
procedural law and investigative authority, while the revised Police Law
governs institutional aspects, oversight, and accountability for those
authorities. Cancelling the Police Law formally, she argued, would leave
significant investigative powers without adequate institutional control
mechanisms.

The applicant’s full legal arguments, including the stance that the
law’s formation did not violate the 1945 Constitution, will be presented
comprehensively in court if the Constitutional Court grants the request
to be a Related Party.
",
