        "content": "<p>'Law on facilities for the disabled needed'<\/p>\n<p>While Indonesia commemorates the International Day of Disabled<br>\nPersons every Dec. 3, many observers said that the country has<br>\nnot upheld the law that stipulates the provision of facilities<br>\nfor the disabled. The Jakarta Post interviewed two urban<br>\nactivists on what the Jakarta administration ought to do.<\/p>\n<p>S.K Butar Butar, 30, is an activist of a non-governmental<br>\norganization that deals with budgetary transparency. He lives on<br>\nJl. Kramat Raya in Central Jakarta:<\/p>\n<p>I do not see any commitment from the city administration to<br>\nprovide disabled persons with adequate facilities.<\/p>\n<p>Most urban conveniences like pedestrian sidewalks, public<br>\ntransportation, as well as government offices are not equipped<br>\nwith facilities for disabled.<\/p>\n<p>Meanwhile, the city itself has a regulation, which requires<br>\nall buildings to have facilities for the disabled.<\/p>\n<p>Therefore, the city administration must require any new<br>\nbuildings, both those owned by the government and private<br>\ncompanies, to be equipped with facilities for them.<\/p>\n<p>Azas Tigor Nainggolan, 41, is the chairman of the Jakarta<br>\nResidents Forum (Fakta), whose activities focus on advocacy work<br>\nwith poor families. He lives in Kramat Jati subdistrict, East<br>\nJakarta:<\/p>\n<p>We often discuss the fate of the disabled people at Fakta<br>\nmeetings. We see that facilities for disabled people in the city<br>\nare very scarce, while they face discrimination in education and<br>\nemployment.<\/p>\n<p>Therefore, we have submitted a draft of the bylaw on<br>\nfacilities for the disabled to the City Council's Commission E<br>\nfor people's welfare. I hope that it will become a reference for<br>\nthe councillors to create their own version of the draft bylaw on<br>\nthe same subject.<\/p>\n<p>In the draft, we include a number of issues, such as the city<br>\nadministration's obligation to develop special facilities for the<br>\ndisabled at all public places.<\/p>\n<p>We also include the obligation of companies to employ disabled<br>\npersons, while schools cannot reject disabled students.<\/p>\n<p>In short, the draft bylaw rules out all non-discriminatory<br>\ntreatment of disabled people.<\/p>\n<p>-- The Jakarta Post<\/p>",
