        "content": "<p>Jakarta (ANTARA) - Indonesia\u2019s Law Minister Supratman Andi Agtas\nbelieves that the rapid pace of digitalisation has not been fully\nmatched by an accurate royalty distribution system for creators.<\/p>\n<p>In opening the ASEAN Collecting Management Organizations (CMO) Forum\n2026 in Bali on Friday, he revealed that the swift development of\ndigital platforms has fundamentally transformed the music industry\nlandscape.<\/p>\n<p>\u201cThe high volume of consumption does not always correspond to\naccurate royalty distribution,\u201d Supratman stated, as confirmed in\nJakarta.<\/p>\n<p>He explained that the challenges of digital royalty governance are\ncross-border in nature and cannot be resolved by a single country alone.\nTherefore, collective regional steps are needed to address these\nissues.<\/p>\n<p>In response to these dynamics, Indonesia is taking the initiative to\npromote the drafting of the strategic document Elements for a Possible\nInternational Instrument on the Governance of Copyright Royalty in the\nDigital Environment.<\/p>\n<p>He described this initiative as aiming to build a more transparent\nand equitable global royalty system. The effort is also directed at\nprotecting creators from black box royalty practices.<\/p>\n<p>Black box royalty refers to an opaque system of collecting and\ndistributing royalties, where complete data on plays, revenues, and\ncopyright allocations is not openly accessible.<\/p>\n<p>\u201cOur goal is to ensure this global system becomes fairer, to protect\nour creators from black box royalties, and to guarantee that every\nrights holder receives fair remuneration,\u201d he explained.<\/p>\n<p>The Director General of Intellectual Property at the Ministry of Law,\nHermansyah Siregar, added that disparities in technological\ninfrastructure and fragmentation of copyright metadata are the main\nchallenges in digital royalty governance.<\/p>\n<p>\u201cThese conditions also trigger revenue leakages that impact the\neconomic rights of creators in the region,\u201d Hermansyah said.<\/p>\n<p>The forum was attended by representatives from CMOs across all ASEAN\ncountries, including Indonesia\u2019s Collective Management Institution\n(LMK), as well as the International Confederation of Societies of\nAuthors and Composers (CISAC).<\/p>\n<p>The presence of these global stakeholders is expected to strengthen\ncross-country collaboration and enrich the exchange of best\npractices.<\/p>\n<p>As a sustainability measure, Hermansyah stated that Indonesia is\npushing for the forum to be held annually with a rotating leadership\nmechanism.<\/p>\n<p>\u201cThis effort is expected to strengthen regional solidarity while\nensuring the continuity of digital royalty governance reforms,\u201d he\nsaid.<\/p>\n<p>Through the CMO forum, Indonesia is affirming its role as a driver in\nbuilding a fairer, more transparent, and sustainable digital royalty\nsystem.<\/p>\n<p>This step is hoped to improve the welfare of creators in the ASEAN\nregion while strengthening the region\u2019s position globally.<\/p>",
