        "content": "<p>The national inflation and food security control movement needs\nstrengthening, especially given the increasing complexity of challenges\nin realising food resilience.<\/p>\n<p>Various inflation-control programmes, implemented consistently\nthrough the synergy of the Central Inflation Control Team (Tim\nPengendalian Inflasi Pusat) and the Regional Inflation Control Teams\n(TPID), have so far proven capable of maintaining national inflation\nstability. The inflation measured by the Consumer Price Index (IHK) in\nApril 2026 stood at 2.42% year on year. Meanwhile, inflation in the\nvolatile food group remained controlled at 3.37% year on year, within\nthe target range of 3.0%-5.0% as agreed at the High Level Meeting of the\nCentral Inflation Control Team (29 January).<\/p>\n<p>Bank Indonesia has again launched the National Inflation and\nProsperous Food Control Movement (GPIPS) in Sidoarjo, East Java. GPIPS\nis an enhancement of the previous programme known as the National Food\nInflation Control Movement (GNPIP).<\/p>\n<p>Through GPIPS, the food-inflation control programme is formulated in\nline with priority programmes to achieve food security, energy, and\nfinancial stability.<\/p>\n<p>Ferry Irawan, Deputy for Coordination of Management and Development\nof State-Owned Enterprises at the Coordinating Ministry for Economic\nAffairs, explained that GPIPS is a strategic movement that orchestrates\ninflation, with inflation targets of 2.5% plus\/minus 1% in 2026.<\/p>\n<p>\u2018The Inflation and Food Control Movement is a strategic part that we\nwill continue to push to guard both CPI and food inflation,\u2019 he said at\nthe launch of the GPIPS for the Java region in East Java, on Wednesday\n(13 May 2026).<\/p>\n<p>He also stressed that the authorities are pushing Inter-Regional\nCooperation (KAD) to maintain food supply across regions. According to\nhim, KAD is an ammunition in facing a severe drought season.<\/p>\n<p>\u2018In this Java region, we hope to broaden the involvement of local\ngovernments, including East Java Province, as well as Perumda or BUMD\nand BUMN logistics,\u2019 he asserted.<\/p>\n<p>Deputy Minister of Home Affairs Bima Arya said inflation that is not\ncontrolled will affect purchasing power, increase production costs, and\nattract investment. Therefore inflation-control efforts must be the\nconcern of all parties.<\/p>\n<p>\u2018We must ensure that national programmes are monitored. This is the\nwork context of the inflation-control teams at both central and regional\nlevels and the fast-track economic growth teams that tie everything\ntogether. I think the programme was initiated by Bank Indonesia and the\ncontext is to safeguard growth,\u2019 he explained.<\/p>\n<p>East Java is chosen as the host of GPIPS Java 2026 due to its\nstrategic role in the national food-resilience map. Production data for\n2025 show East Java\u2019s dominance in almost all major food commodities,\nnamely rice, maize, bird\u2019s eye chilli, and red onions.<\/p>\n<p>Moreover, East Java is the largest producer of paddy with a\ncontribution of 17.34% of national production, with total output\nreaching 10.57 million tonnes. This dominance is also reflected in East\nJava being the top producer of maize and bird\u2019s eye chilli, while red\nonion production ranks second nationally.<\/p>\n<p>Beyond production capacity, East Java holds a strategic position as a\nregional trading hub for the eastern Indonesia region, known in the\nnational connectivity map as the New Nusantara Gate. Through Tanjung\nPerak Port, East Java becomes a key distribution hub linking food\nlogistics flows from Java to Sulawesi, Nusa Tenggara, Maluku, and\nPapua.<\/p>\n<p>During the event, East Java Governor Khofifah Indar Parawansa said\nthat East Java has so far implemented an Inflation Control Display (EPI)\nas a tool to strengthen inter-regional cooperation to mitigate\ninput-price volatility. In EPI, each region can coordinate prices\nbetween provinces and municipalities within East Java.<\/p>\n<p>\u2018We have frequently emphasised that the connectivity between markets\n\u2014 market to market, and how inter-regional cooperation works \u2014 this is\nsomething we are still doing,\u2019 she said.<\/p>\n<p>Bank Indonesia Deputy Governor Aida S. Budiman said that GPIPS is\nimplemented with a strengthened application of the 4K strategy:\naffordability of prices, availability of supply, smooth distribution,\nand effective communication.<\/p>\n<p>\u2018Through GPIPS, the control of food inflation is not only focused on\nshort-term price stabilisation, but also on strengthening production,\npost-harvest, and distribution of food to support sustainable national\nfood security,\u2019 she said.<\/p>\n<p>GPIPS 2026 focuses on two main aspects: strengthening productivity\nand ensuring smooth distribution of food, in order to maintain price\nstability and national food security. The three priority commodities\nacross all regions are rice, chilli, and red onions.<\/p>\n<p>Additionally, there are three main areas highlighted in GPIPS\ncompared to the previous programme. First, strengthening programme\nalignment with government priorities, especially in supporting increased\nproduction, strengthening distribution, and stabilising strategic food\nto support the Asta Cita agenda towards self-sufficiency in food.<\/p>\n<p>Second, strengthening programme implementation through more concrete\nand inclusive activities involving farming groups, business actors,\nMSMEs, and BUMD food, including strengthening the role of farmer\ninstitutions and regional food off-takers. Third, strengthening\nInter-Regional Cooperation, including KAD schemes with B2B components,\nto bolster distribution efficiency and maintain supply balance across\nregions.<\/p>\n<p>\u2018The strengthening of short-term interventions (for example, discount\nmarkets) is also pursued under the \u2019three rights\u2019 principle: right time,\nright place, and right target, to optimise the effectiveness of\nfood-inflation control,\u2019 he said.<\/p>\n<p>Meanwhile, for additional commodities other than the three core,\nadjustments will be made according to the characteristics of each\nregion, from Sumatra, Java, to \u2026<\/p>",
