Land agency modifies plot survey policy<\/p>\n
JAKARTA (JP): The Jakarta office of the National Land Agency
\nwants Jakartans applying for land certificates to include
\npotential neighbors in the process in order to prevent arduous
\nand time-consuming processing delays.<\/p>\n
Head of the office Sunar Sastroredjo said over the weekend
\nthat such "collective" applications enable his office to process
\nthe papers faster because surveys of the plots of land in
\nquestion can be done more easily with access to previous
\nmeasurement records for adjacent plots.<\/p>\n
He expects this system, in which the potential owner of a plot
\nof land submits the application along with the owners or
\npotential owners of adjacent plots, to eliminate disputes arising
\ndue to imprecise information on the borders of plots of land.<\/p>\n
He acknowledged that constraints faced in doing detailed,
\naccurate surveys of plots hinder land certification. "Many
\nofficers frequently have difficulties in determining the exact
\nland borders for a single land plot due to lack of easy access to
\nthe people owning the neighboring plot, who have the authority to
\nmake a settlement on any unclear border," he said.<\/p>\n
"The delay in the measuring of certain plots of land means
\nthat the processing takes a longer period of time," Sunar was
\nquoted by Suara Pembaruan daily as saying.<\/p>\n
Such delays can be minimized through the "collective
\napplications because land owners, who are eager to have their
\nland certificates cleared as soon as possible, could be more
\neasily reached to settle any border dispute," he said.<\/p>\n
Sunar guaranteed that any application done under the
\n"collective land certificate processing system" can be completed
\nwithin about four months.<\/p>\n
"It will depend somewhat on what papers are necessary for the
\ncertificate processing, based on the city planning agency's
\npolicy," he said.<\/p>\n
He added that he was certain that as long as all requirements
\nwere fulfilled, the processing could be facilitated under the new
\nsystem.<\/p>\n
Sunar also said that his office has applied a new computerized
\nsystem, designed to help facilitate the processing of all
\napplications.<\/p>\n
Sunar said that now all applications are processed
\nautomatically.<\/p>\n
"Don't worry, all applications will be processed. I monitor
\nthe progress of this processing in the monthly meeting," he said.
