        "content": "<p>Lack of papers delays land certification<\/p>\n<p>JAKARTA (JP): An executive of the National Land Agency said on<br>\nSaturday that the main obstacle in the processing of land<br>\nownership certificates in Jakarta is the inadequacy of authentic<br>\ndocuments.<\/p>\n<p>Deputy chairman of the National Land Agency, in charge of land<br>\nregistration and measurement, Sutardja Sudrajat said, \"Many<br>\npeople coming to the agency to process their land certificates do<br>\nnot have the proper documents with them, thereby forcing the<br>\nagency to use more time in tracing the land ownership.\"<\/p>\n<p>Speaking at a one-day seminar on how to increase public<br>\nservices in land documentation processing, Sutardja said land<br>\ncertification is very important to guarantee the legal status of<br>\nproperties.<\/p>\n<p>The seminar, held at the Kartika Chandra Hotel, was sponsored<br>\nby the Association of Land Certificate Processors and the<br>\nInstitute of Land Research. It was officially opened by State<br>\nMinister for Land Affairs\/National Land Agency Chairman<br>\nSony Harsono.<\/p>\n<p>It was attended by 200 participants, including noted figures<br>\nsuch as Chief of the Jakarta State Administrative Court Benyamin<br>\nMangkudilaga, Dean of the Law School of the Gadjah Mada<br>\nUniversity Maria S.W. Soemardjono and a member of the National<br>\nHuman Rights Commission Marzuki Darusman.<\/p>\n<p>Sutardja said most Indonesians usually receive their<br>\ninheritance from their parents or other relatives, especially in<br>\nthe form of land plots, without any documents stating the legal<br>\ndeed or authenticity.<\/p>\n<p>\"Due to the absence of documents, the agency is frequently<br>\nforced to check the family records of a person who wants to have<br>\nhis properties registered. This is to prevent confusion in which<br>\nthe person who wants to process his land certificate under his<br>\nname, actually represents other relatives who are also entitled<br>\nto the properties,\" he said.<\/p>\n<p>Sutardja said that out of all properties in Jakarta, only 30<br>\npercent have been issued with certificates. \"This year the agency<br>\nreceived 12,058 applications for the processing of land<br>\ncertificates and 10,627 of these have been completed.<\/p>\n<p>He said the agency is currently considering the possibility of<br>\nstreamlining procedures for the processing of these certificates,<br>\nwhich is currently still considered time-consuming and<br>\ncomplicated.<\/p>\n<p>The agency, for example, plans to establish a special service<br>\nbureau to be assigned to provide quick services for the public in<br>\nland certificate processing.<\/p>\n<p>Sutardja said the agency also plans to computerize its<br>\nprocessing system of land certifications in order to help reduce<br>\narduous procedures.<\/p>\n<p>The agency also wants to transfer its duty in the measurement<br>\nand checking of the size of properties registered by private<br>\nfirms, he said.
