        "content": "<p>House Commission III held a public hearing with the three major\nlabour confederations \u2014 KSPSI, KSPI, and KSBSI \u2014 during which all three\ndeclared their support for the National Police (Polri) remaining under\nthe direct authority of the President.<\/p>\n<p>The hearing took place in the Commission III meeting room at the\nNusantara II building, Senayan, Jakarta, on Wednesday (18 February\n2026). The session was chaired by Commission III Chairman\nHabiburokhman.<\/p>\n<p>The labour unions in attendance were represented by KSPSI President\nAndi Gani Nena Wea, KSBSI President Elly Rosita Silaban, and KSPI\nSecretary-General Ramidi.<\/p>\n<p>Habiburokhman opened proceedings by highlighting the role of labour\nin police reform, noting that workers, as a significant element of civil\nsociety, could help ensure police reform stays on the right track.<\/p>\n<p>\u201cWe know that one of the most significant social movements is the\ntrade unions. In terms of both quality and quantity, they are highly\nsignificant \u2014 large in number and strategically positioned. They will\ncertainly play a major role in overseeing the acceleration of police\nreform,\u201d he said.<\/p>\n<p>Habiburokhman then invited each confederation to present its views on\npolice reform and the question of Polri\u2019s position under the\nPresident.<\/p>\n<p><strong>KSPSI<\/strong><\/p>\n<p>KSPSI President Andi Gani Nena Wea spoke first among the three\nconfederations. He expressed concern about what he described as Polri\nbeing cornered by various parties.<\/p>\n<p>\u201cWe are troubled because Polri is being cornered by certain elements.\nAs a large movement, we do not claim to speak on behalf of the people,\nbut in fact we have a base of millions. Yet despite having millions of\nmembers, we have never used that to pressure anyone,\u201d Andi Gani\nsaid.<\/p>\n<p>He then affirmed his support for Polri remaining directly under the\nPresident, describing it as a mandate of the reform era that cannot be\noverridden by a small group of people.<\/p>\n<p>\u201cWhy do we support Polri remaining under the President? Because for\nthe first time in the world, Polri established an employment desk \u2014 this\nexists nowhere else. It was Police Chief Listyo Sigit who initiated the\nemployment desk, and it successfully resolved 144 labour cases in\nIndonesia, with nearly 70 per cent through restorative justice,\u201d he\ncontinued.<\/p>\n<p>Andi Gani assured that the labour movement would stand behind\nCommission III in safeguarding Polri\u2019s position under the President. \u201cI\nurge Commission III to remain steadfast. Whatever happens, the labour\nmovement \u2014 particularly the three largest confederations and 34\nnational-level federations \u2014 will stand with Commission III in ensuring\nPolri remains under the President,\u201d he added.<\/p>\n<p><strong>KSBSI<\/strong><\/p>\n<p>KSBSI President Elly Rosita Silaban echoed the same position, arguing\nthat Polri should not be placed under ministerial control.<\/p>\n<p>\u201cIn our view, Polri, as a state instrument tasked with maintaining\npublic security and order, must remain independent and professional, as\nmandated by the constitution and legislation. Polri must not be placed\nunder the control of a ministry, so as to prevent political\nintervention,\u201d Elly said.<\/p>\n<p>She maintained that no party other than the President should have the\nauthority to direct the police, warning of the consequences should Polri\nfall under a ministry.<\/p>\n<p>\u201cWe believe that no one should intervene apart from the President in\nordering Polri to maintain security or to act on matters requiring\nurgent action. If Polri were placed under a ministry, it would mean that\nwhenever something arises, the police would first have to wait for\ninstructions from the ministry,\u201d she explained.<\/p>\n<p><strong>KSPI<\/strong><\/p>\n<p>KSPI Secretary-General Ramidi conveyed a similar stance, affirming\nthe confederation\u2019s support for Polri remaining under presidential\nauthority.<\/p>\n<p>\u201cWhat we are conveying today is purely a reflection of the real\nconditions across our three confederations \u2014 KSPI, KSPSI, and KSBSI.\nThis is not a commissioned position, nor driven by any particular\ncircumstances. We have a major interest in ensuring Polri remains under\nthe President of the Republic of Indonesia, based on several\nconsiderations that will be formally presented to the leadership of\nHouse Commission III,\u201d he said.<\/p>",
