        "content": "<p>Jakarta (ANTARA) - The Ministry of Coordinating Human Rights, Law,\nImmigration, and Prisons states that implementing the \u201cport to port\u201d\nconcept is a practical solution for sea crossings to optimise the\nSebatik Border Crossing Post (PLBN) in Nunukan, North Kalimantan. \u201cThe\n\u2018port to port\u2019 concept allows passengers boarding a vessel to directly\nenter the international zone,\u201d said Assistant Deputy for Coordinating\nImmigration Governance at the Ministry of Coordinating Human Rights,\nLaw, Immigration, and Prisons (Kemenko Kumham Imipas), Achmad Bramantyo\nMachmud, as quoted from a statement confirmed in Jakarta on Monday.\nPreviously, during a coordination meeting at PLBN Sebatik on Wednesday\n(22\/4), Achmad Bramantyo Machmud stated that sea crossings fundamentally\nshare the same characteristics as air crossings. \u201cPort to port\u201d is a\nshipping service in which the expedition service is only responsible for\nmoving goods from the origin port\/airport to the destination\nport\/airport. With the \u201cport to port\u201d doctrine in line with\ninternational practices, Achmad stated that PLBN Sebatik can be\noptimised as an official crossing point following the agreement on\nchanges to the land boundary points by both countries, even though\ndiscussions on maritime delimitation with Malaysia are still ongoing.\nNevertheless, he noted that implementing the proposed \u201cport to port\u201d\nconcept requires collaboration among various parties supported by clear\noperational standards, such as separating domestic and international\npassengers and the availability of border security posts. \u201cExisting PLBN\nfacilities can also be utilised as tourist attractions accompanied by\nmaximum security,\u201d he said. In addition, he continued, bilateral\ncoordination is very important. The ratification of the 2023\nIndonesia-Malaysia Border Crossing Agreement (BCA) can serve as a key to\nmaking PLBN Sebatik an official entry or exit point.
