The Kudus Regency Government in Central Java is accelerating the\nrealisation of verification and validation services for payment of the\nLand and Building Acquisition Duty (BPHTB) to a maximum of three days,\nin accordance with the Joint Circular (SEB) of the Minister of Agrarian\nAffairs and Spatial Planning\/Head of the National Land Agency and the\nMinister of Home Affairs.<\/p>\n
\u201cWe have prepared ourselves to provide fast services to the public,\nincluding in terms of BPHTB verification and validation, because we have\npreviously built a new system for online services,\u201d said Head of the\nKudus Regency Revenue, Finance and Asset Management Agency (BPPKAD)\nDjati Solechah, accompanied by Head of Regional Revenue Planning and\nOperations Rama Rizkika in Kudus on Wednesday.<\/p>\n
In preparation for the acceleration towards a maximum three-day BPHTB\nservice, BPPKAD also held a Public Consultation Forum on \u201cOptimising\nBPHTB Services to improve the quality of local tax services at BPPKAD\nKudus\u201d at the BPPKAD Kudus Hall, attended by notaries in Kudus.<\/p>\n
In addition, BPPKAD has prepared applications, facilities and\ninfrastructure, human resources, and standard operating procedures\n(SOP).<\/p>\n
The Kudus Regency Government also signed a memorandum of\nunderstanding (MoU) with the Kudus Regency Land Office on 14 August\n2026. The cooperation is directed, among other things, at supporting the\nintegration of data and BPHTB services with the National Land Agency\n(BPN).<\/p>\n
Kudus is not an initial pilot area for the implementation of the\npolicy. However, the regional government is still making various\npreparations to implement the fast service.<\/p>\n
\u201cIn system development, the new SIMBPHTB application will later be\nconnected to the Geospatial-Based Revenue Information System (Simpad\nGeo). The system is also directed to be integrated with data and maps\nfrom BPN,\u201d he said.<\/p>\n
In addition, BPPKAD plans to move the physical server that has been\nused so far to a cloud system, because the current server is said to be\naround 10 years old.<\/p>\n
\u201cWe are improving the system so that registration and verification\ncan be carried out. The target is that it can be running by the fourth\nquarter or September 2026,\u201d he said.<\/p>\n
Regarding system integration with BPN, he said, preparation is still\nneeded from both parties. BPPKAD Kudus will prepare facilities and\nsystems, while BPN is also making preparations on the infrastructure\nside.<\/p>\n
Meanwhile, Chairman of the Kudus Regency Regional Board of the\nIndonesian Land Deed Officials Association (IPPAT) Arif Widada welcomed\nthe efforts of the Ministry of Agrarian Affairs and Spatial\nPlanning\/National Land Agency (ATR\/BPN) to accelerate land services so\nthat certificates can be issued within 10 days.<\/p>\n
However, according to him, the implementation of the target needs to\npay attention to all stages of the process that the public must go\nthrough, starting from BPHTB validation, deed preparation at the PPAT,\nland parcel plotting, to the registration and issuance of rights\ntransfer at the Land Office.<\/p>\n
Arif Widada acknowledged that he supports the acceleration programme\nbecause faster services will certainly provide convenience for the\npublic and PPATs.<\/p>\n
According to him, the 10-day target should be understood as the\nentire series of processes, not merely the service time when the public\nhas already come to the PPAT.<\/p>\n
\u201cIf all parties involved are able to carry out the acceleration\ncommitment, the target is not impossible.
