KPU to open registration for election monitors on Jan. 21<\/p>\n

The General Elections Commission (KPU) said on Tuesday it would
\nopen registration for election monitoring teams or agencies on
\nJan. 21 in order for them to obtain accreditation.<\/p>\n
\"We are not giving a deadline for the registration (of
\nelection monitoring teams or agencies) as this is not a
\nregistration for political parties,\" KPU deputy chairman Ramlan
\nSurbakti told a press conference here on Tuesday. He was
\naccompanied by KPU member Valina Singka Subekti.<\/p>\n
However, Ramlan quickly added that monitoring agencies or
\nteams should not register too close to the general election as
\nthey might not be able to get accreditation in time for the April
\n5 elections.<\/p>\n
He said monitoring teams or agencies were required to submit
\nan establishment title, list of board of executives, the total
\nnumber of membership, official name, address and photographs and
\ntheir source of funding.<\/p>\n
Monitoring agencies or teams must not be affiliated to any
\npolitical party, he added.<\/p>\n
The monitoring agencies and their board of executives were
\nalso obliged to have experience in monitoring elections, he said.<\/p>\n
Local and foreign monitoring agencies planning to monitor the
\nelections can register with the KPU or Indonesian embassies
\noverseas respectively, Ramlan said.<\/p>\n
Monitoring agencies or teams that plan to monitor the
\nelections in only one province can register with the provincial
\nKPUD, while those planning to monitor elections in one regency or
\nmunicipality can register with the regency or municipality KPUD,
\nhe added.<\/p>\n
Meanwhile, Valina said that the KPU and KPUDs would issue
\naccreditation papers to monitoring agencies or teams endorsed by
\nthe commission.<\/p>\n
The KPU\/KPUD will also issue identity cards to monitoring
\nagencies for their members to monitor the elections, she said.<\/p>\n
The KPU has set up a working group in coordination with the
\nMinistry of Justice and Human Rights and the Ministry of Manpower
\nand Transmigration to deal with the registration of monitoring
\nagencies and teams, she added.<\/p>\n
Ramlan also said that once the monitoring agencies or teams
\nobtained accreditation from the commission, they would have the
\nlegal status to file reports with the Elections Supervisory
\nCommittee (Panwaslu).<\/p>\n
\"They (the monitoring teams or agencies) will also be able to
\ncollect reports from people and help them file reports with
\nPanwaslu,\" he said.<\/p>\n
Ramlan said he had received no information from the Aceh
\nmartial law administration on whether or not foreign monitoring
\nagencies would be allowed to monitor the elections in Aceh.<\/p>\n
\"Logically, if members of monitoring agencies obtain visas
\nfrom the Indonesian government, they could go anywhere in the
\ncountry, including Aceh. But we have to coordinate with the Aceh
\nmartial law administration on this matter,\" he said.<\/p>",
