KPU to conduct field check on questionable tender winner<\/p>\n

Under close public scrutiny, the General Elections Commission
\n(KPU) has decided to conduct a field check on the winning
\nconsortium for the Rp 324 billion (US$38 million) aluminum ballot
\nboxes tender.<\/p>\n
KPU member Mulyana W. Kusumah, in charge of the ballot boxes
\ntender, said on Monday the three-day check was meant to prove
\nwhether or not PT Survindo Indah Prestasi should have won the
\ntender.<\/p>\n
KPU announced the tender result last Wednesday, giving
\nSurvindo the highest score of 92 during the administrative and
\ntechnical evaluation, and stating its quotation to be Rp 311
\nbillion.<\/p>\n
The five latest contender consortiums, Borimex with a score of
\n53, Tjakrindo Mas (66), Phun Deang (35), Elang Satria Jaya Abadi
\n(49) and Almas (55), failed to qualify for the quotation stage as
\nthey scored less than the minimum 80.<\/p>\n
Three, Borimex, Tjakrindo Mas and Phun Deang, have questioned
\nKPU's decision.<\/p>\n
They claimed KPU failed to make field checks on Survindo
\nfactories and all its consortium members during the tender.<\/p>\n
They also alleged Survindo and its consortium members had
\nquestionable data in terms of their addresses and the
\ncapabilities of their factories.<\/p>\n
At least seven senior staff from KPU would go to Medan,
\nJakarta and Surabaya to check all factories within the Survindo
\nnetwork, senior KPU staffer M.M. Purba said.<\/p>\n
According to a document made available to journalists,
\nSurvindo is a printing and publishing company but it took part in
\nthe aluminum ballot boxes tender as KPU classified the tender as
\nthe procurement of warehouse and office goods.<\/p>\n
Survindo also managed to obtain a certificate from the Jakarta
\nChamber of Commerce and Industry and the joint committee of
\nJakarta certification on July 9, 2003. The certificate states
\nthat the company is a warehouse and office goods provider,
\nprinting and publishing company, agriculture product firm and
\nland, sea and air transportation rental firm.<\/p>\n
Mulyana acknowledged KPU had verified only some of the
\nfactories within the networks of tender participants, including
\nthose of Survindo in Tangerang and another city in West Java.<\/p>\n
He said the definitive winner would be announced after the
\nfield checks were completed, by which time any complaints would
\nbe rendered invalid. The complaint period would last until
\nWednesday.<\/p>\n
\"Otherwise, KPU could declare the tender invalid and will
\nconsider revising Instruction No. 621\/2003 on ballot box
\nprovision under a decentralized system,\" he told a media
\nconference.<\/p>\n
At present, tenders are processed under a centralized
\nmechanism at national level by KPU.<\/p>",
