        "content": "<p>KPU elects members of Jakarta KPUD<\/p>\n<p>Arya Abhiseka<br>\nThe Jakarta Post<br>\nJakarta<\/p>\n<p>The General Elections Commission (KPU) has failed to be <br>\naccountable in the selection of members of the provincial General <br>\nElections Commissions (KPUD), according to an analyst.<\/p>\n<p>The KPU announced on Wednesday 150 members of all 30 <br>\nprovincial KPUDs, including the Jakarta KPUD, after the <br>\ncommission conducted a suitability test on 300 candidates <br>\nnationwide, which ended last week.<\/p>\n<p>However, Smita Notosusanto from the Center for Electoral <br>\nReform (Cetro) said that the KPU had failed to be transparent <br>\nduring the process to select people for the KPUD jobs nationwide.<\/p>\n<p>She said the KPU's decision to hold the selection process, <br>\nwithout allowing public monitoring, should be questioned.<\/p>\n<p>\"What exactly are the qualifications for candidates to be <br>\nselected as members of the KPUDs? The KPU never explained this to <br>\nus,\" she queried.<\/p>\n<p>The KPU had earlier revealed that members of the KPUDs were <br>\nchosen based on their general and technical knowledge of the <br>\ngeneral election mechanism, but failed to be more specific.<\/p>\n<p>Smita cited an example of the fit and proper test to select <br>\nmembers of the KPUDs in several provinces, including Jakarta, <br>\nwhere candidates were asked different questions.<\/p>\n<p>\"Every question asked was different from one candidate to <br>\nanother. One cannot set a specific measure to determine which <br>\ncandidate is better than the others with different questions,\" <br>\nshe added.<\/p>\n<p>She also said it was ironic that the KPU had earlier attempted <br>\nto be transparent by making the names of the candidates for the <br>\nKPUDs available for public scrutiny, but later decided to hold a <br>\nclosed plenary meeting to select members.<\/p>\n<p>\"It was certainly in contradiction with their initial <br>\nphilosophy,\" she said.<\/p>\n<p>The KPU held closed plenary meetings on Monday and Tuesday to <br>\nselect five members for each of the nation's 30 provincial KPUDs.<\/p>\n<p>Although the meetings were restricted to KPU members, one <br>\nmember revealed that the selection process was conducted through <br>\nvoting.<\/p>\n<p>The KPU plans to install the members of the provincial KPUDs <br>\nby May 23 and regental KPUDs by June 13.<\/p>\n<p>The KPUDs are the KPU's branches tasked with organizing the <br>\nupcoming general election at the provincial level. The provincial <br>\nKPUDs' duty is mainly to establish KPUDs at the regency and <br>\nmunicipal level.<\/p>\n<p>The Jakarta KPUD will have to establish KPUDs in the <br>\nprovince's five municipalities and one regency, the Kepulauan <br>\nSeribu or the Thousand Islands, north of Jakarta.<\/p>\n<p>The nation's first ever direct presidential election will be <br>\nheld next year.
