        "content": "<p>KPKPN still undecided on collusion and nepotism<\/p>\n<p>Tiarma Siboro, The Jakarta Post, Jakarta<\/p>\n<p>The country's campaign for a clean and accountable government<br>\nremains on hold after the State Official Wealth Audit Commission<br>\n(KPKPN) admitted on Wednesday that it was still searching for a<br>\nlegal basis to fight collusion and nepotism.<\/p>\n<p>Yusuf Syakir, the chief of KPKPN -- an institution expected to<br>\neradicate the culture of corruption that has long tainted the<br>\nbureaucracy and other state institutions -- said on Wednesday<br>\nthat the commission had encountered a number of problems related<br>\nto the meaning of collusion and nepotism as \"the country's legal<br>\nsystem does not have clear definitions on the two issues\".<\/p>\n<p>He also told the media that the commission he chaired was not<br>\nauthorized to publicize its findings.<\/p>\n<p>\"KPKPN has to submit the results of its investigation to the<br>\nPresident, the House of Representatives and the Supreme Audit<br>\nAgency (BPK),\" said Yusuf, referring to Article 17 and Article 18<br>\nof Law No. 28\/1999 on clean governance.<\/p>\n<p>His statement came after the commission held a nine-hour<br>\nplenary meeting called to discuss a number of issues including a<br>\nclear definition of corruption, collusion and nepotism and a<br>\nmechanism for publishing the names of state officials and<br>\nlegislators who refuse to declare their wealth.<\/p>\n<p>As reported earlier, many state officials, including President<br>\nMegawati Soekarnoputri and her husband Taufik Kiemas, have yet to<br>\nsubmit verification of their wealth. Such a verification is<br>\nrequired to help KPKPN determine whether or not their wealth has<br>\nbeen obtained through corruption, collusion and nepotism.<\/p>\n<p>Yusuf also said that the government had warned KPKPN to keep<br>\nwithin its limited budget.<\/p>\n<p>The commission received Rp 32 billion in 2001, while the<br>\nbudget for 2002 has yet to be decided.<\/p>\n<p>Separately, Abdullah Hehamahua, deputy chairman of KPKPN in<br>\ncharge of legislators' wealth said that they planned to ask for<br>\nsome revision of Law No. 28\/1999 as it does not grant KPKPN the<br>\npower to impose stern sanctions on legislators refusing to report<br>\ntheir wealth.<\/p>",
