"summary": "Indonesia's Corruption Eradication Commission (KPK) has issued a warning to stakeholders regarding the procurement of electric fans for the Red and White Village Cooperative programme, which is estimated to cost Rp1.8 trillion. The anti-graft body stressed the need for proper planning and price estimation to prevent potential corruption. The issue arose after a lawmaker questioned the necessity and inflated unit cost of the fans, which the Cooperatives Minister said fell outside his ministry's authority.",
"content": "<p>The Corruption Eradication Commission (KPK) has reminded stakeholders\nabout the procurement of electric fans for the Red and White\nVillage\/Sub-district Cooperative programme, which is estimated to cost\nRp1.8 trillion. KPK spokesperson Budi Prasetyo stated that the planning\nprocess for the procurement of goods and services must be thoroughly\nensured from the outset, questioning whether the items being procured\nare truly needed and what the priority scale is. Budi said the KPK also\nreminded stakeholders about the preparation of the owner\u2019s estimated\nprice (HPS) to prevent it from becoming a gateway for alleged\ncorruption. He noted that this is the initial entry point when alleged\ncorruption occurs, for example through price mark-ups. Furthermore, Budi\nsaid the KPK cautioned stakeholders against conditioning the project\nwinner and splitting up projects to enable direct appointment of\nvendors. The KPK continues to urge leaders in ministries, agencies, or\nregional governments, as well as supervisory units such as\ninspectorates, to proactively conduct monitoring and evaluation. The\nissue arose after House of Representatives Commission VI member Mufti\nAnam questioned the procurement of fans for village cooperatives during\na meeting with Cooperatives Minister Ferry Juliantono, citing the\nfantastic budget. Mufti said the public was shocked by the issue of\nprocuring 1.8 million fans worth Rp1.8 trillion and that he could not\nobtain any information from the government about it. He argued that the\nunit price should be much cheaper, around Rp338,000 based on his\nobservations in the marketplace. Minister Ferry Juliantono responded\nthat the fan procurement was not under the authority of his ministry. He\nadded that the budget could reach Rp1.8 trillion because one fan unit\nwas priced at around Rp11 million, though he admitted he did not know\nthe exact details.<\/p>",
