        "content": "<p>The Corruption Eradication Commission (KPK) is urging the government\nto separate the special autonomy (otsus) fund accounts for Papua from\nthe regional revenue and expenditure budget (APBD) accounts as a measure\nto prevent corruption. \u201cWe want the management of the otsus funds to\nhave a clear, transparent, and easily monitored mechanism. With an\nincreasingly better system, the potential for irregularities can be\nminimised and the benefits of the budget can truly be felt by the people\nof Papua,\u201d said KPK Chairman Setyo Budiyanto in a confirmed statement in\nJakarta on Thursday. Setyo explained that separating the accounts would\nfacilitate tracking the inflow and outflow of the budget, making the\nmanagement of Papua\u2019s otsus funds more accountable. \u201cEvery rupiah of the\notsus funds must be accounted for and genuinely returned to the\ncommunity in the form of public services, development, and improved\nwelfare,\u201d he cautioned. In addition, Setyo reminded regional heads\nacross Papua that the second year of leadership for those elected in the\n2024 regional elections must serve as an important momentum to evaluate\nand improve governance. \u201cWhat we hope for is not merely fulfilling\nadministrative obligations, but rather how all regional heads share the\nsame commitment to improving governance,\u201d he stated. If problems are\nstill found, regional heads must jointly identify the root causes. \u201cThen\nwe resolve them through guidance, mentoring, and supervision involving\nall relevant ministries and institutions,\u201d he said. Meanwhile, Setyo\nnoted that the KPK has identified several areas still at risk of\nirregularities within the Papua administration, including the\nprocurement of goods and services, regional asset management, personnel\nmanagement, and regional financial management. Specifically, the KPK is\npaying attention to regional assets that have not been returned, even\nthough the officials who used them have entered retirement.
