        "content": "<p>Calls for the Corruption Eradication Commission (KPK) not to stop at\na single company in the alleged bribery case at the Directorate General\nof Customs and Excise are intensifying. Counter-intelligence analyst\nGautama Wiranegara assesses that the current investigation has entered a\ncrucial phase.<\/p>\n<p>According to Gautama, after the initial target is secured, the\ndirection of the case handling will determine whether this becomes\nmerely a routine enforcement or evolves into a systemic dismantling. \u201cIn\nevery operation, the phase after the first target is secured is the\ndecider. At that point, it becomes clear whether we are just catching\nthe perpetrators or truly dismantling the network,\u201d he stated in a\nwritten release on Tuesday (31\/3).<\/p>\n<p>Gautama believes that indications of involvement by many parties in\nthis case are already evident, referring to the KPK\u2019s statement\nacknowledging the role of \u201cother forwarders\u201d in the case vortex. \u201cIn\noperational terms, that means the network has already been mapped. The\nquestion is, will this process continue or be subtly halted?\u201d he\nsaid.<\/p>\n<p>He highlighted the scale of the alleged fund flows, reportedly\nreaching Rp7 billion per month and ongoing for years, involving many\ncivil servants (ASN) across positions. The discovery of two safe houses\nwith seized assets worth tens of billions of rupiah also serves as\nstrong evidence that such practices could not involve just one\nentity.<\/p>\n<p>\u201cNo logistics system of that size serves only one client. Those safe\nhouses are points of fund aggregation, not mere single transaction\nlocations,\u201d Gautama emphasised.<\/p>\n<p>Given the scale of the findings, Gautama assesses that a case\nconstruction focused solely on one company may not reflect the actual\nfield conditions. He reminds of the basic principle in intelligence\noperations: \u201cone target is never alone\u201d\u2014a single target never stands\nalone.<\/p>\n<p>\u201cIf only one company is designated as the giver, there are two\npossibilities: we haven\u2019t seen the full picture yet, or we have chosen\nnot to see it,\u201d he added.<\/p>\n<p>Gautama warns that halting the expansion of the investigation at this\nphase poses a significant risk, as it gives other parties room to erase\ntraces. \u201cOnce the momentum is lost, the network will adapt or harden\ntargets. If that happens, future proofing will be much more\ndifficult.\u201d<\/p>\n<p>From a legal perspective, he believes the Corruption Eradication Law\nprovides ample room for the KPK to draw in all involved parties. In the\npublic sphere, several company names have begun to emerge and be linked\nto this ecosystem, such as PT Infinity Nusantara Ekspres, PT Benua\nBintang Jaya, and PT Fasdeli International Express.<\/p>\n<p>\u201cThis is no longer a technical matter, but one of integrity. If only\none entity is acted upon while others are detected, the public will read\nit as selective enforcement,\u201d Gautama said.<\/p>\n<p>Besides risks in court, Gautama assesses there is a threat of\nsystemic spread within Customs and Excise itself. The fact that an\nofficial who has just taken office for a short time can immediately be\nimplicated indicates a structurally corrupt system.<\/p>\n<p>He also mentioned improvements in Non-Tax State Revenue (PNBP)\nperformance in the customs sector, which rose by around 5% after\npreviously declining. \u201cThis surge is positive, but without a thorough\nsystemic dismantling, such improvements will not be sustainable.\u201d<\/p>\n<p>In conclusion, Gautama emphasised that this is the golden window for\nthe KPK. \u201cThe KPK is at a crossroads. Will this just become a tactical\nbribery case, or a strategic step for total reform in the customs\nsector? The public awaits that decision,\u201d he concluded.<\/p>",
