        "content": "<p>JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK),\nthrough a study by its Directorate of Monitoring, has revealed findings\nof potential corruption in the Kartu Indonesia Pintar (KIP) Kuliah\nprogramme.<\/p>\n<p>Several potential corruption risks include conflicts of interest,\nwhere 11 out of 16 private universities (PTs), or 68.75 per cent of the\nsample recipients of the largest Usmas pathway quotas, are affiliated\nwith public officials or political entities.<\/p>\n<p>\u201cQuota allocations are also given to supervisory institutions such as\nthe Financial Audit Board (BPK RI), creating vulnerabilities for moral\nhazard,\u201d stated the KPK\u2019s Directorate of Monitoring on Friday\n(17\/4\/2026).<\/p>\n<p>The report found that only 50 per cent of the sampled campuses\nconducted limited field visitations due to a lack of budget.<\/p>\n<p>Furthermore, the KPK found that the implementation of sanctions for\nviolations in the management of KIP Kuliah is deemed ineffective.<\/p>\n<p>\u201cOut of 15 problematic campuses from the 2020\u20132023 period, 11 still\nreceived KIP Kuliah quotas via the Usmas pathway in 2024. This indicates\nthat the sanction system has not provided a deterrent effect,\u201d it\nsaid.<\/p>\n<p>The KPK stated that this situation has the potential to facilitate\npractices of levies or fund deductions. Additionally, a single account\ncan be accessed simultaneously on various devices, thereby weakening\ncontrol functions against misuse.<\/p>\n<p>The KPK also stated that there are indications of bribery practices\nin the allocation of Usmas pathway quotas.<\/p>\n<p>Three campuses in the sample revealed offers of quota allocations in\nexchange for Rp 5 million to Rp 8 million per student promised by\ncertain parties.<\/p>\n<p>The KPK also found recipients of KIP Kuliah who also receive other\nscholarships, such as KJMU.<\/p>\n<p>\u201cThese findings align with the 2021 BPK audit results, which showed\nduplication of aid in several regions,\u201d it said.<\/p>\n<ol type=\"1\">\n<li><p>Conduct regulatory reforms and governance improvements for the\nUsmas pathway.<\/p><\/li>\n<li><p>Develop clear verification guidelines and allocate a specific\nbudget for the process.<\/p><\/li>\n<li><p>Update the technological architecture of the SIM KIP-K\napplication.<\/p><\/li>\n<li><p>Strengthen inter-agency coordination to prevent duplication of\naid.<\/p><\/li>\n<li><p>Implement multi-layered oversight mechanisms and firm\nsanctions.<\/p><\/li>\n<\/ol>",
