The Corruption Eradication Commission (KPK) has examined tobacco\nentrepreneur from Madura, Khairul Umam alias Haji Her, in connection\nwith the alleged bribery case for importing goods at the Directorate\nGeneral of Customs and Excise (DJBC) of the Ministry of Finance\n(Kemenkeu). The KPK is delving into the procedures for handling excise\nduties.<\/p>\n

\u201cIn this examination, investigators delved into how Mr HR (Haji Her)\nhandles excise duties, how the mechanisms are reported. Whether it\ncomplies with the new procedures at the Directorate General of Customs\nand Excise in handling those excise duties,\u201d said KPK Spokesperson Budi\nPrasetyo to reporters at the KPK in South Jakarta on Thursday\n(9\/4\/2026).<\/p>\n

Budi mentioned that several cigarette companies handling excise\nstamps have been examined. The KPK will also trace other goods that use\nexcise duties.<\/p>\n

\u201cWhether later, besides cigarettes, we will enter other goods whose\ndistribution is also restricted by the state, we will see the\ndevelopments. For now, we are still focusing on cigarette companies\nfirst,\u201d he said.<\/p>\n

Budi also revealed a bit about the examination material of Salisa\nAsmoji (SA), a Customs and Excise employee today. The KPK delved into\nthe giving of money from companies in this case.<\/p>\n

\u201cIn today\u2019s examination, investigators examined witness Mr SA,\nregarding tobacco companies or entrepreneurs who are alleged to have\ngiven some money to unscrupulous elements at the Directorate General of\nCustoms and Excise,\u201d he revealed.<\/p>\n

Regarding this case, KPK Deputy for Enforcement and Execution Asep\nGuntur Rahayu revealed there was an agreement between the Head of\nCustoms and Excise Intelligence Section, Orlando Hamonangan, and the\nDeputy Head of Customs and Excise Intelligence Subdirectorate Sisprian\nSubiaksono with the owner of PT Blueray John Field, Head of PT Blueray\nImport Documents Team Andri, and PT Blueray Operational Manager Dedy\nKurniawan in October 2025. They are alleged to have agreed to arrange\nthe import route for goods into Indonesia.<\/p>\n

The KPK stated that the Minister of Finance Regulation regulates two\ntypes of routes in import goods supervision services. There is a green\nroute which is the goods release route without physical checks and a red\nroute which is the goods release route with physical checks.<\/p>\n

\u201cSubsequently, FLR (Filar, a Customs and Excise employee) received\ninstructions from ORL (Orlando) to adjust the red route parameters and\nfollowed it up by compiling a rule set at 70 percent,\u201d said Asep as\nquoted on Friday (6\/2).<\/p>\n
