        "content": "<p>Situbondo (ANTARA) - The Corruption Eradication Commission (KPK) of\nthe Republic of Indonesia has outlined how high political costs create a\ndependency on donors, opening the door to transactional relationships\nand conflicts of interest, which subsequently lead to acts of\ncorruption.<\/p>\n<p>KPK Anti-Corruption Analyst Dion Hardika Sumarto revealed that, based\non the 2025 Integrity Assessment Survey (SPI), the impact of conflicts\nof interest arising from political transactions involves more than just\nmoney; it also affects public decisions and budget usage.<\/p>\n<p>\u201cThis includes the determination of aid distribution, the selection\nof tender winners, the issuance of permits or recommendations, as well\nas human resource interventions regarding the promotion of civil\nservants (ASN),\u201d said Dion while serving as a speaker at a seminar\norganised by LBH Mitra Santube in Situbondo on Friday.<\/p>\n<p>According to him, research by the KPK team shows that the lower the\ntransparency of political funding or costs, the higher the risk of\ncorruption.<\/p>\n<p>Therefore, Dion continued, transparency in political funding is not\nmerely an issue of election governance, but also a key to preventing\ncorruption and strengthening the integrity of the political system.<\/p>\n<p>He emphasised that to sever the roots of political corruption, it is\nnot enough to merely pursue individual perpetrators; governance must\nalso be transformed. This includes addressing political costs to ensure\nhealthier political competition, reforming campaign financing, and\nenforcing mandatory reporting limits.<\/p>\n<p>\u201cFurthermore, reporting on specific donations, strengthening the\noversight of campaign funds by independent institutions, and disclosing\nwho is funding whom are essential to achieving political funding\ntransparency. This also includes managing conflicts of interest to\nprevent the abuse of office for personal gain,\u201d said Dion.<\/p>\n<p>He added that according to KPK studies in 2020, the political costs\nfor regency\/city mayoral elections could reach approximately Rp20\nbillion to Rp30 billion, while gubernatorial elections could reach\naround Rp100 billion.<\/p>\n<p>\u201cFrom our study, approximately 47 per cent of sponsors\/donors\ncertainly expect something in return, while 65 per cent of regional head\ncandidates stated they are prepared to provide facilities to sponsors\nafter taking office,\u201d he said.<\/p>",
