        "content": "<p>Banda Aceh (ANTARA) - The Corruption Eradication Commission (KPK) has\nfound that Aceh\u2019s 2025 grant allocations to central government agencies\nremain high even though those agencies have already received funding\nfrom the national budget. \u201cKPK finds that grants are still provided even\nthough central government agencies are funded by the APBN,\u201d said Harun\nHidayat, head of the KPK\u2019s Task Force for the Directorate of Regional\nCoordination and Supervision, Region I, in Banda Aceh on Tuesday.<\/p>\n<p>The statement was delivered at a coordination meeting on\nanticorruption prevention with the Aceh Representative Council (DPRA)\nand the district\/ccity legislatures (DPRK) of Aceh, at the DPRA Main\nBuilding in Banda Aceh.<\/p>\n<p>In its briefing, the KPK noted that Aceh\u2019s grants to central\ngovernment agencies in 2025 include for the continuation of the\nconstruction of the Kodam IM hall Rp4.7 billion, and the continuation of\nthe Aceh High Prosecutor\u2019s Office Training Building Rp9.6 billion.<\/p>\n<p>Then, the continuation of the construction of the Propam building of\nAceh Regional Police Rp6.68 billion or more, rehabilitation of the\nIntelkam Directorate building of Aceh Police Rp6.86 billion, and the\ncontinuation of the official residence of the Aceh Deputy Attorney\nGeneral (Wakajati Aceh) Rp1.35 billion.<\/p>\n<p>However, for other agencies (the TNI\/Polri\/Attorney General\u2019s\nOffice), there are other regulations governing them such as Permendagri\nNumber 77 of 2020. For example, grants should not be provided for two\nconsecutive years, with the exception of the Indonesian Red Cross (PMI)\nand KONI, which is not an issue every year.<\/p>\n<p>\u201cYet for other agencies, regulations exist and they must comply.\nAlso, the amount need not be 100 percent fulfilled; for instance, if\nthey request Rp100 billion but fiscal capacity is insufficient, then no.\nIt\u2019s a matter of prioritisation, urgency and fiscal capacity,\u201d he\nsaid.<\/p>\n<p>He also explained that if a local budget (APBD) in a region is small\nand the area is hit by a disaster, and efficiency is a factor, then\ngrants should not be forced. \u201cIf necessary, the grant could be Rp0.\nFocus more on disaster response, for instance. Is it reasonable to grant\nto central government agencies while our people affected by a disaster\nsuffer more?\u201d said Harun.<\/p>\n<p>Central government approval is required for every grant to central\nagencies, via the parent agency in the centre or the Government Internal\nSupervisory Apparatus (APIP) of the relevant ministry.<\/p>\n<p>Periodic synchronisation of grant data between regional and central\ngovernments is required to prevent double funding.<\/p>\n<p>Finally, public transparency requires local government to openly\npublish the recipient\u2019s name, address, grant value and the intended\nuse.<\/p>\n<p>\u201cPrincipally, grants are not an issue as long as they conform to\nregulations and are verified; what is not acceptable is not to verify,\u201d\nHarun added.<\/p>",
