The findings emerged from the handling of an alleged corruption\ncase related to bribery in the procurement of goods and services within\nthe Muara Enim Regency Government, South Sumatra. The KPK assesses that\ncorrupt practices in this case did not only occur when projects were\nunderway, but were allegedly initiated even before the official planning\nor budgeting processes were carried out. KPK Spokesperson Budi Prasetyo\nstated that two sting operations conducted by the agency indicated\nalleged corrupt practices touching nearly all stages of regional budget\nmanagement. \u201cThese two caught-in-the-act incidents reveal alleged\ncorrupt practices in \u2018perfect\u2019 budget management, from start to finish,\u201d\nsaid Budi Prasetyo, as quoted on Sunday, 14 June 2026. In the first\nsting operation related to alleged procurement bribery in the Muara Enim\nRegency Government, the KPK found indications that bribery practices had\nbeen ongoing long before projects were designed or entered the budgeting\nstage. According to the KPK, private parties allegedly provided sums of\nmoney to the regent as a form of \u201cplanting money\u201d to maintain good\nrelations and secure advantages in future government projects. This\npractice, known as project ijon, is considered to potentially lock in\nthe procurement process from the outset. Companies that had provided\nsuch rewards allegedly hoped to be reappointed as tender winners in\nvarious government projects. The KPK assesses that this type of pattern\nbecomes an entry point for various other forms of irregularities that\nemerge in subsequent stages. When the initial process is already\ncontaminated by certain interests, the entire budget management cycle\nrisks being affected. Budi explained that corrupt practices initiated\nfrom the beginning can trigger various irregularities in project\nexecution. Several forms of vulnerability found include: engineering of\nthe Owner\u2019s Estimate, budget inflation or mark-ups, reduction in the\nquality specifications of goods and services, reduction of work volumes,\nmanipulation of financial reports, and manipulation of administrative\ndocuments for accountability purposes.<\/p>",
