The Corruption Eradication Commission (KPK) has revealed that corrupt\npractices in the public service sector often begin with deviations that\nare considered trivial. These deviations then develop into major\nviolations.<\/p>\n
KPK Chairman Setyo Budiyanto stated that one of the causes is a\nmindset that is not oriented towards serving the public.<\/p>\n
\u201cIf it can be slowed down, why speed it up? If it can be made\ndifficult, why make it easy? If the bureaucratic chain can be\nlengthened, why shorten it?\u201d Setyo said at the National Institute of\nPublic Administration (LAN) building in Jakarta, Thursday, June 18,\n2026.<\/p>\n
Setyo explained that such a mindset can create opportunities for\nillegal levies (pungli) in public services.<\/p>\n
\u201cThe matter should be trivial and accountable, but for various\nreasons, gratification starts, small illegal levies, then conflicts of\ninterest, abuse of authority, and so on,\u201d he revealed.<\/p>\n
On the other hand, he also highlighted the habit of giving, which is\nstill considered normal by some members of society.<\/p>\n
\u201cOften, many people give this as part of tolerance. Why? Because of\nEastern customs, culture, respect. Just small things, we seem to\nconsider it as something that is fine, normal,\u201d said Setyo.<\/p>\n
Setyo then reminded that deviant practices do not usually start with\nmajor violations, but from small things that are tolerated. He cited the\npractice of illegal parking as a simple example.<\/p>\n
\u201cRp2,000, Rp3,000, Rp5,000, we might consider it small change.\nHowever, because it is extorted or tolerated, the money certainly does\nnot just go to the parking attendant. The money also flows to the\nparking manager, perhaps the area manager, maybe those who control the\narea, and even to officials,\u201d he said.<\/p>\n
According to him, allowing such small practices can create a wider\nchain of irregularities.<\/p>\n
\u201cWe consider it normal. But if we clean it up, I believe it will\nbecome something extraordinary,\u201d he stated.<\/p>\n
