Corruption Eradication Commission (KPK) Chairman Setyo Budiyanto has\nstated that the modus operandi of corruption uncovered through sting\noperations (OTT) still relies on old patterns. According to him,\nperpetrators are merely repackaging conventional methods in slightly new\nways.<\/p>\n
\u201cBased on the analysis I received from the deputies at the KPK, it\nturns out the modus operandi are just the same old ones, returning to\nconventional methods, only packaged in slightly new ways,\u201d Setyo said\nafter a meeting on corruption prevention collaboration at the Ministry\nof Home Affairs in Jakarta on Friday.<\/p>\n
Setyo cited examples of corruption in the procurement of goods and\nservices. One method involves inflating prices or marking up costs, as\nwell as rigging the tender process to benefit certain parties. \u201cThe\nrequirements for the Owner\u2019s Estimate (HPS) are conditioned, and the\nrequirements for participants are set in a way that, although they could\nhave been met from the start, because there is an interest in a specific\nvendor, the requirements are tailored to that collaborating vendor,\u201d he\nsaid.<\/p>\n
Furthermore, he explained that information regarding the tender could\nbe leaked in advance to a particular vendor. As a result, other\nparticipants who do not receive this information are likely to lose out\nin the procurement process. \u201cVendors who are already affiliated get the\nrequirements leaked to them, but the others do not. So, people who do\nnot get the information end up losing in the process,\u201d he stated.<\/p>\n
Setyo also addressed corruption in the buying and selling of\npositions and employee transfers. He argued that such practices can\ndamage the government\u2019s management system.
