The Chairman of the Corruption Eradication Commission (KPK), Setyo Budiyanto, has stated that he has not yet received any summons from the KPK Supervisory Board (Dewas) concerning the investigation into the decision to place former Minister of Religious Affairs Yaqut Cholil Qoumas under house arrest during Eid al-Fitr 2026, despite his status as a suspect in a Hajj quota corruption case. Public complaints have prompted Dewas to probe the ethical and legal basis for this status change, with Chairman Gusrizal emphasising the board's commitment to oversight to prevent abuse of authority. This case involves allegations of corruption in the allocation of additional Hajj quotas, with Yaqut and several others charged under anti-corruption laws.

The Chairman of the Corruption Eradication Commission (KPK), Setyo
Budiyanto, has spoken out regarding reports of an investigation by the
KPK Supervisory Board (Dewas) into the change in house arrest status for
former Minister of Religious Affairs Yaqut Cholil Qoumas (YCQ). Setyo
revealed that as of now, he has not received a letter requesting
information from the KPK Dewas.

Yaqut was temporarily placed under house arrest throughout Eid
al-Fitr 2026 despite his status as a suspect in the Hajj quota case.
Yaqut eventually returned to the KPK detention centre following strong
public protests.

“Yes, from the leadership, there hasn’t been (a summons yet),” Setyo
told reporters on Tuesday (7/4/2026).

Setyo suggested that the matter be directed to the KPK Dewas. This is
because the KPK Dewas has its own authority to summon KPK leadership to
investigate allegations of ethical violations.

“It might be more specific if you ask the Dewas,” Setyo said.

Setyo is now awaiting developments in the ethical process being
conducted by the Dewas. This is because the KPK cannot intervene in that
ethical process. “Yes, we’ll just wait for the process,” Setyo said.

It is known that the KPK Dewas will delve into several public
complaints regarding the transfer of suspect Yaqut’s detention status
during Eid.

The Dewas has received several complaints from various elements of
society since Wednesday (25/3). The complaints essentially question the
legal and ethical basis behind the decision to change Yaqut’s detention
status from detention in the Detention Centre (Rutan) to house arrest
from 19-23 March.

The Dewas has received and disposed of every incoming complaint, to
be followed up as soon as possible since Monday (30/3). The Dewas
emphasised that it will follow up on these complaints in accordance with
applicable provisions and standard operational procedures (POB).

“We greatly appreciate the public’s role in overseeing the
enforcement of law at the KPK. We will continue to monitor the handling
of this case, particularly from an ethical perspective,” said KPK Dewas
Chairman Gusrizal in his statement on Wednesday (1/4/2026).

The Dewas assured that it is serious in carrying out its supervisory
function. The Dewas will continue to scrutinise every stage of handling
this case, particularly from the ethical and behavioural aspects of KPK
personnel.

“This is to ensure there is no abuse of authority in the future,”
Gusrizal said.

The Dewas then invited the public to continue monitoring and
providing constructive input to the KPK.

“The independence and integrity of the KPK can only be maintained if
the checks and balances mechanism between the KPK internally and the
public runs harmoniously for the sake of justice in Indonesia,” Gusrizal
stated.

In this case, the KPK had previously designated Yaqut as a suspect
along with former Special Staff to the Minister of Religious Affairs
Isfan Abidal Aziz (IAA), alias Gus Alex. Yaqut is charged with violating
Article 2 paragraph (1) or Article 3 in conjunction with Article 18 of
the Corruption Eradication Law in conjunction with Article 55 paragraph
(1) first of the Criminal Code.

In the development of this case, the KPK has designated two new
suspects from the private sector, namely Ismail Adham and Asrul Azis
Taba, as the general chairman of the Indonesian Hajj and Umrah Travel
Union (Kesthuri). The two are suspected of playing a role in arranging
the distribution and filling of additional Hajj quotas, including
providing kickbacks to parties in the Ministry of Religious Affairs.
",
