        "content": "<p>Jakarta (ANTARA) - The Indonesian Child Protection Commission (KPAI)\nviews the case of violence against 53 children at a daycare in\nYogyakarta as indicative of weak supervision and regulation of daycares\nat the local level. \u201cThis case shows the weakness in supervision and\nregulation of daycares at the local level. Many institutions operate\nwithout official permits, lack standard operating procedures (SOP) for\nchildcare, and escape monitoring by relevant agencies,\u201d said KPAI Deputy\nChairman Jasra Putra when contacted in Jakarta on Tuesday. According to\nhim, the absence of a connected referral and assessment system means\nthat potential violence in daycares fails to be detected early. \u201cThus,\nit results in weak tiered supervision and a broken referral chain,\u201d said\nJasra Putra. KPAI expressed deep concern and strongly condemned the\nviolence against dozens of children at the daycare. \u201cThe discovery of\nchildren with their hands and feet tied, and mouths stuffed with cloth\nto prevent crying, is a humanitarian tragedy that slaps the face of\nchild protection in Indonesia,\u201d said Jasra Putra. Previously, Daycare\nLittle Aresha in Yogyakarta was reported to the police regarding\nallegations of violence and neglect of the children entrusted there. The\npolice then raided the daycare on Friday (24\/4). At least 53 children\nwere indicated to have experienced violence, discrimination, and neglect\nout of 103 children entrusted at the daycare. Yogyakarta Police have\nnamed 13 suspects in the case of violence and child neglect at Daycare\nLittle Aresha. Two of the 13 suspects are DK (51) as the foundation\nchair, and AP (42) as the school principal. The other eleven suspects\nare daycare caregivers.<\/p>",
