The Indonesian Women\u2019s Congress (Kowani) has reaffirmed its\ncommitment to upholding the dignity and unity of the organisation amidst\ngrowing internal dynamics. Kowani officially stated that the activities\nclaimed to be an Extraordinary Congress (KLB), scheduled for 3 June\n2026, at The Tribrata Building, Jakarta, are invalid as they violate the\norganisation\u2019s Articles of Association and Bylaws (AD\/ART).<\/p>\n
Following an organisational review, the forum was deemed to contain\nfundamental procedural flaws. These include invalid convening authority,\nimproper participant notification mechanisms, and a failure to meet the\nrequired quorum according to established rules. Consequently, Kowani\nasserts that the results of said forum hold no legal legitimacy for\nforming a new management board.<\/p>\n
Kowani\u2019s Vice Chairperson, Atiek Sardjana, explained that the\norganisation is currently stable and actively executing strategic\nprogrammes. She noted that there is no constitutional urgency to hold an\nExtraordinary Congress.<\/p>\n
\u201cThe KLB does not meet the necessary provisions because it is not\nbased on conditions threatening the organisation and lacks the support\nof at least two-thirds of the members. Kowani continues to operate\nactively, so there is no urgency for a KLB,\u201d stated Atiek.<\/p>\n
Echoing this sentiment, a member of Kowani\u2019s Legal Expert Team,\nProf.\u00a0Siti Nur Azizah Ma\u2019ruf, emphasised that the current leadership\npossesses a strong legal foundation based on the results of the 2024\nKowani Congress.<\/p>\n
Amidst these internal issues, Kowani is intensifying its efforts to\nstrengthen the position of Indonesian women on the international stage.\nA priority agenda includes the \u2018Kowani Goes to UNESCO\u2019 initiative and\nthe registration of the organisation\u2019s historical archives into the\nUNESCO Memory of the World programme for 2027.<\/p>\n
Prof.\u00a0Popy Rufaidah, a member of the Kowani Advisory Board, reminded\nthat decisions made by the Congress, as the highest forum, must be\nrespected. \u201cEvery decision, including the election of the Chairperson,\nis organisationally binding unless overturned through legitimate\nmechanisms in accordance with the AD\/ART,\u201d she explained.<\/p>\n
Support for the legitimate leadership also came from dr. Niken Arief\nSulistyanto, Chairperson of Dian Kemala. She urged all elements to focus\non empowerment programmes that provide tangible benefits to the wider\ncommunity rather than becoming trapped in management polemics.<\/p>\n
As Kowani approaches its centenary in 2028, the organisation has\nurged all member organisations, ministry partners, and institutions to\nrefer only to official information from the legitimate management. The\norganisation emphasised that differing views are natural but must be\nresolved through dignified mechanisms.<\/p>\n
