Bali Governor Wayan Koster has affirmed that civil servants (ASN)\nwithin the Bali Provincial Government who are caught having an affair\nmay face sanctions up to and including dismissal. The rule is contained\nin Gubernatorial Instruction (Ingub) Number 6 of 2026 concerning the\nImprovement of Performance, Quality, and Integrity in the Implementation\nof Programmes and Public Services in Bali Province.<\/p>\n
Koster issued the instruction to enhance the performance, quality,\nand integrity of the State Civil Apparatus within the Bali Provincial\nGovernment.<\/p>\n
\u201cThat the performance, quality, and integrity of Bali Provincial\nGovernment employees need to be continuously improved to increase the\nachievement of programme implementation targets and to provide\nexcellent, professional, and responsible public services oriented\ntowards the satisfaction of the Balinese people,\u201d Koster explained\nduring a press conference at Jayasabha, Denpasar, on Friday\n(14\/8\/2026).<\/p>\n
According to Koster, improving employee performance, integrity, and\nwork quality is necessary to cultivate sound and proper thinking. This\nis deemed capable of accelerating the achievement of the Bali Provincial\nGovernment\u2019s development programme implementation.<\/p>\n
Koster stated that as civil servants, working does not merely mean\narriving on time and leaving according to the designated hours. Rather,\nthere must be actual work carried out to the fullest extent to serve the\npublic.<\/p>\n
Koster emphasised that all civil servants are prohibited from\ncommitting disgraceful acts, especially in the name of an agency,\nregional apparatus, or position. There are 10 points of prohibition\nhighlighted by Koster, including the matter of extramarital affairs.<\/p>\n
Koster continued that if a civil servant is found to be having an\naffair, they will be subject to sanctions up to and including dismissal.\nHe mentioned that there were civil servants who had previously been\ndismissed for adultery.<\/p>\n
\u201cIf a violation occurs, administrative sanctions, disciplinary\npunishment, and\/or other legal sanctions will be imposed according to\nthe authority over subordinates or employees suspected or proven to have\nviolated this instruction and\/or other laws and regulations,\u201d he\nexplained.<\/p>\n
Nevertheless, Koster affirmed that the issuance of this instruction\nwas not based on any history of cases. Rather, the regulation is\nentirely intended to improve the quality of civil servants within the\nBali Provincial Government.<\/p>\n
In this regard, Koster has also established a management team to\noversee and receive complaints from the public if such violations are\ndiscovered.<\/p>\n
\u201cBut it would be better if proper verification is still carried out,\nwith rational data. I think that is for the good,\u201d Koster revealed.<\/p>\n
With the issuance of this instruction, civil servants within the Bali\nProvincial Government are expected to improve their work quality to\nachieve Bali\u2019s development targets according to their respective\nregional apparatuses.<\/p>\n
