        "content": "<p>The Corruption Eradication Corps (Kortas Tipikor) of the Indonesian\nNational Police has named two suspects in a corruption case concerning\nthe modernisation of the Assembagoes sugar factory in Situbondo, owned\nby PTPN XI. Kabag Ops of Kortas Tipikor Polri, Senior Commissioner Ahmad\nYusuf Afandi, stated that the two suspects are DPP, who served as\nPresident Director of PTPN XI for the 2015-2017 period, and TD, the\nPresident Director of PT Multinas Indonesia. \u201cBased on valid and\nsufficient evidence in accordance with Article 235 paragraph 1 of the\nCriminal Procedure Code, suspects were named on 2 July 2024, where\ninvestigators designated two individuals as suspects,\u201d he said at the\nNational Police Headquarters on Tuesday (7\/7). Based on his role, DPP\nallegedly conditioned the procurement process by passing a company that\ndid not meet the requirements. Furthermore, DPP was tasked with\ndirecting the formation of the Wika-Barata-Multinas (WBM) joint\noperation consortium and inflating the owner\u2019s estimate to benefit\ncertain parties. Meanwhile, suspect TD is alleged to have failed to\nexecute the project according to the contract. In the project planning\nphase, TD did not involve a technology provider as required by the\nspecifications. \u201cHe also failed to fulfil the obligation to issue a\nperformance guarantee, resulting in the commissioning stage not being\ncarried out as it should have been,\u201d he added. Kortas Tipikor Polri had\npreviously been investigating the alleged corruption in the development\nproject of the Assembagoes sugar factory in Situbondo, owned by PTPN XI.\nThe project ran from 2016 to 2022 and was based on modernisation using\nan engineering, procurement, construction, and commissioning (EPCC)\nscheme. Initiated as part of a strategic state-owned enterprise\nprogramme, the project received funding from State Capital Participation\namounting to Rp650 billion, with additional loans totalling more than\nRp462 billion. However, during its execution, it was discovered that the\nmain contractor, the Wika-Barata-Multina joint operation, did not\ninvolve parties with expertise in sugar technology. The project also\nfailed to meet several promised performance guarantees, such as milling\ncapacity, product quality, and electricity production for export. PTPN\nXI terminated the contract with the Wika-Barata-Multina joint operation\nafter it failed to meet the conditions stipulated in the contract. Total\npayments made by PTPN XI to the contractor reached 99.3 percent of the\ncontract value, which amounted to Rp716.6 billion.<\/p>",
