Korpri told to be more responsible<\/p>\n
JAKARTA (JP): President Soeharto opened a major congress of
\nthe Indonesian Civil Servants Corps (Korpri) yesterday with an
\nappeal to the government workers to act more responsibly.<\/p>\n
\"Every step and every aspect of national development are
\nclosely linked to the support of the people, the holders of the
\nsovereignty in this Republic,\" Soeharto said in his keynote
\nspeech to the congress at the State Palace.<\/p>\n
\"The quality of development will always be scrutinized by the
\npeople through their representatives. The House of
\nRepresentatives (DPR) has the authority to remind the President
\nof any irregularities, and the President has to account for his
\nleadership every five years,\" he said.<\/p>\n
He added that it is normal for the public to demand greater
\nscrutiny given that they, through their tax payments, are
\nunderwriting development.<\/p>\n
Aside from the need to improve the technical skills of the
\ncivil service, they also have to be professionally, morally,
\nlegally and ideologically accountable.<\/p>\n
\"Much more difficult than increasing the professional
\ncapability is instilling a sense of responsibility. Such a sense
\narises out of moral consideration, and it comes from the recesses
\nof our inner hearts.\"<\/p>\n
There are times when certain actions are technically feasible
\nand even legally permissible, but morally they cannot be
\naccepted, he said.<\/p>\n
Professional responsibility demands high quality work, this
\nmeans avoid doing \"sloppy jobs\" because they amount to a big
\nwaste.<\/p>\n
Korpri's national conference will be held here until April 16
\nand is attended by 683 participants from all the regions.<\/p>\n
Also present at the opening ceremony were Minister of Home
\nAffairs Moch. Yogie S.M., who is also chairman of Korpri's Board
\nof Patrons, Central Bank governor Soedradjad Djiwandono and
\nMinister of Forestry Djamaloedin Soerjohadikoesoemo.<\/p>\n
Korpri is a major political force in Indonesia and it is one
\nof the components of Golkar, the ruling political group, along
\nwith the Armed Forces and a number of mass-based organizations.<\/p>\n
It has played a prominent role in ensuring victory for Golkar
\nduring the five general elections held since 1972.<\/p>\n
Soeharto urged Korpri members to continue to support
\nIndonesia's position in an increasingly competitive world.<\/p>\n
GATT<\/p>\n
He particularly referred to the scheduled signing of the
\nGeneral Agreement on Tariffs and Trade which will usher in a new
\nera of free trade globally and therefore compel Indonesia to open
\nup its domestic markets to goods and services from other
\ncountries.<\/p>\n
Korpri, he said \"must improve its effectivity, efficiency and
\nthe quality of its work.\"<\/p>\n
\"The national economy is still inefficient, and this is partly
\nbecause of bureaucratic problems which are normal in major
\norganizations.\"<\/p>\n
\"I urge Korpri executives to systematically evaluate every
\nfactor which creates obstacles, and then formulate alternatives
\nto avoid and overcome the bureaucratic inefficiency of this
\ngovernment,\" he said.<\/p>\n
The Korpri leaders yesterday also heard briefings from various
\nmembers of the cabinet, including Minister\/State Secretary
\nMoerdiono, State Minister of National Development
\nPlanning\/Chairman of the National Development Planning Board
\nGinandjar Kartasasmita and Minister of Security and Defense Edi
\nSudradjat.<\/p>\n
Moerdiono in his address said the time has come for the civil
\nservice to put the emphasis on \"serving\" and \"nourishing\" the
\npublic and less on \"governing\" and \"guiding\".<\/p>\n
This required a change in mentality, he said.<\/p>\n
\"This means a willingness to work in a democratic fashion
\nwhich is more egalitarian,\" he said.<\/p>\n
Yogie in his speech hammered on the need for Korpri members to
\ncontinue to give their loyalty to Golkar under the concept of
\n\"mono-loyalty.\" (par)<\/p>",
