        "content": "<p>KONI to record groups to avoid sending TKI<\/p>\n<p>JAKARTA (JP): The National Sports Council (KONI) will record<br>\nthe number of contingent members, including supporters, who will<br>\ntake part in overseas tournaments to avoid sending illegal<br>\nmigrant workers (TKI) pretending to be members of the delegation.<\/p>\n<p>KONI secretary-general Rudolf S. Warouw said on Friday that<br>\nsports organizations often failed to report results and to meet<br>\nwith chairman Wismoyo Arismunandar upon arrival in Jakarta.<\/p>\n<p>He said some sports organizations might be able to cheat the<br>\ncouncil and foreign embassies that issue visas because KONI<br>\nfailed to recheck.<\/p>\n<p>\"We are also responsible for the fraud. We must do something<br>\nto avoid this. We don't want foreign embassies to lose their<br>\nconfidence in us because some people misuse the visas,\" he said.<\/p>\n<p>Warouw said KONI always verified the name of the contingents,<br>\ntheir functions, their preparation and their purposes abroad<br>\nbefore granting approval.<\/p>\n<p>\"We have to be very careful because we don't want to create<br>\nany problems. We should recheck if all the members of the<br>\ncontingents have returned. Sports organizations usually report to<br>\nthe chairman before they leave and they fail to inform us when<br>\nthey return.<\/p>\n<p>\"It's always useful to recheck so KONI and sports<br>\norganizations won't be cheated.\"<\/p>\n<p>Sports organizations must submit a list of their contingents<br>\nto the council and have it approved by the office of the state<br>\nminister of youth affairs and sports. The council will then issue<br>\na confirmation letter to the immigration department.<\/p>\n<p>Warouw was responding to allegations that former secretary-<br>\ngeneral of the Indonesian Tae Kwon Do Association (TI) Ahmad<br>\nZarkasih reportedly approved sending illegal workers to the<br>\nInter-University tae kwon do championships in Kaohsiung, China<br>\nTaipei, which cost Ahmad his post.<\/p>\n<p>The case is now being handled by TI chairman Suharto. The<br>\nlatter also appointed TI's official in charge of the student and<br>\ncollege division Adrian Lumowa to replace Zarkasih until new<br>\nmanagement could be set up at a national congress in 2001.<\/p>\n<p>Reports said foreign embassies refused to issue visas to<br>\nIndonesian athletes and sports contingents who wish to compete<br>\noverseas for fear that some of the contingents would not return<br>\nto Indonesia, but instead seek work in that country.<\/p>\n<p>Warouw said TI had not reported Zarkasih's resignation to the<br>\ncouncil.<\/p>\n<p>\"There has not been any proof that the former secretary-<br>\ngeneral approved sending illegal workers.
