        "content": "<p>KONI chapters confused about decentralized training<\/p>\n<p>JAKARTA (JP): Despite uncertainties about budget and<br>\nresponsibilities of the decentralized training centers for the<br>\nKuala Lumpur 2001 Southeast Asian (SEA) Games, provincial<br>\nchapters of the National Sports Council (KONI) claimed on Tuesday<br>\nthey were up to the task.<\/p>\n<p>Interviewed separately on the sidelines of KONI's three-day<br>\nnational congress in Senayan, Central Jakarta, officials of three<br>\nprovincial chapters said they had requested their provincial<br>\ncouncils to fund the training centers while being uncertain of<br>\nhow to spend the budget.<\/p>\n<p>\"We are requesting some Rp 4 billion (US$423,000) from the<br>\nprovincial council to finance the training programs of six sports<br>\nin Surabaya,\" East Java's secretary general Eddy Indraya told<br>\nreporters.<\/p>\n<p>\"East Java is proposing to hold the training for archery,<br>\nathletics, cycling, karate, table tennis, and wushu.\"<\/p>\n<p>Similarly, Central Java's official responsible for athletes'<br>\ndevelopment, Sukahar, said the provincial chapter had proposed a<br>\nbudget to finance the decentralized training program.<\/p>\n<p>\"Central Java is interested to hold the training for archery,<br>\nathletics, sepak takraw, swimming, taekwondo, and wushu,\" he<br>\nsaid.<\/p>\n<p>\"We need some Rp 1 billion to run the training from our<br>\nprovincial budget. The provincial administration and council are<br>\nstill working to find possible sources of money,\" he added.<\/p>\n<p>However, both chapters were not sure how to spend the budget<br>\nas there are two different views on supporting the athletes and<br>\nexpenses of the decentralized training.<\/p>\n<p>The first view is for a province to finance only its own<br>\nathletes wherever they train without responsibility for athletes<br>\nfrom other provinces being trained in the province.<\/p>\n<p>On the other hand, the second option is a province will<br>\nfinance all athletes being trained in the province with no<br>\nresponsibility for its athletes training in other provinces.<\/p>\n<p>\"West Java's chapter has proposed some Rp 2.5 billion to<br>\nfinance seven sports -- athletics, cycling, fencing, judo,<br>\nrowing, taekwondo, and tennis -- which would also cover athletes<br>\nfrom other provinces,\" said deputy chairman for athletes'<br>\ndevelopment Rusli Luthan.<\/p>\n<p>\"The problem is whether other provinces are willing to finance<br>\nour athletes being trained there. There will be more discussions<br>\non Wednesday on to resolve the two approaches,\" he added.<\/p>\n<p>Three provinces also proposed to stage the decentralized<br>\ntraining centers: Bali for wind surfing; Jakarta for athletics,<br>\nbasketball, billiard, golf, gymnastics, shooting, squash and<br>\nswimming; and Lampung for weightlifting.<\/p>\n<p>Meanwhile, nine sports organizations decided to directly<br>\ncontrol their own centralized training centers instead of<br>\nparticipating in decentralized ones because of their uniqueness<br>\nor for technical reasons. The sports are badminton, bowling,<br>\nboxing, equestrian, hockey, pencak silat, sailing, soccer and<br>\nvolleyball.<\/p>\n<p>The Indonesian Amateur Boxing Association (Pertina), for<br>\nexample, stated earlier that it would have difficulty providing<br>\ncoaches and sparring partners at decentralized training centers.<\/p>\n<p>\"We only have limited numbers of coaches to supervise all of<br>\nthe boxers ... so, we decided to stage the training center in<br>\nRagunan, South Jakarta,\" Pertina's deputy secretary general Didit<br>\nSoedijoto told reporters last month.
