On Sept. 9, I received a letter from
the Laisina Law Office which acts as a "debt collector" for
Komselindo. It is written in the letter that as a user of a
cellular phone (under my name Heriana), I have to pay an unpaid
amount of Rp 413,000. And I will be sued if I fail to comply.

The fact is that I don't have a mobile phone and have never
dealt with Komselindo for any purpose and have never purchased
any Komselindo product.

Upon contacting the Komselindo credit department, Mr. Nurul
explained that they have my hand-written application and a copy
of my ID card. The application was made on Feb. 9, 1995. I have
not lived at the address written on the application letter since
1993. I lived in a rented house on Jl. RI No. 5, Kebon Baru,
Tebet, South Jakarta from 1993 to 1998.

I am wondering about Komselindo's procedures for accepting new
customers. For example, what about a location checking procedure
to make sure that the potential customer actually lives at the
address written on the application form? What about the
customer's bank account? Also, does Komselindo bother to check
the ID card to make sure that the applicant is the one whose
details are stated in the ID card (in my case it could have been
a "he" who applied using my ID, when in fact I am a woman)? I was
told that an applicant should have to submit his/her family
registration card for Komselindo's files. So, if Komselindo does
not have clear working procedures, I am sure there must be plenty
of other victims like me.

HERIANA

Jakarta
",
