        "content": "<p>After approximately three years of study, M. Fadli Amri, a member of\nthe Indonesian National Police currently serving at SSDM Polri\nHeadquarters, has officially earned a Doctor of Law degree from Sultan\nAgung Islamic University (UNISSULA) in Semarang. Fadli completed his\ndoctoral research focusing on the development of the sociopreneurship\npolicing concept. During his academic process, Fadli was supervised by\nProf.\u00a0Dr.\u00a0H. Jawade Hafidz, S.H., M.H. as Promotor and Prof.\u00a0Dr.\u00a0Hj.\nAnis Mashdurohatun, S.H., M.Hum. as Co-Promotor. Under their guidance,\nFadli chose to develop the idea of sociopreneurship policing, a policing\napproach that combines police science, social entrepreneurship,\ncommunity collaboration, and crime prevention based on community\nempowerment through social entrepreneurial activities. As an alumnus of\nthe Master of Police Science programme at STIK-PTIK, Fadli has a\nparticular interest in the development of police science, especially in\nexamining the relationship between the police, the community, security,\nsocial order, and crime prevention. According to him, policing can be\nunderstood not only within the framework of law enforcement but also as\nan institution present in the community to build trust, strengthen\nsocial resilience, and help prevent crime from its root causes. The\nsociopreneurship policing concept initiated by Fadli is a policing\napproach that uses social entrepreneurship as an instrument to create\nsocial value, strengthen collaboration between Polri and the community,\nand prevent crime influenced by socio-economic factors. This approach\nplaces Polri, the community, and stakeholders in an equal, mutually\nreinforcing relationship oriented towards the creation of social order.\nWithin this concept, Polri\u2019s role is bidirectional. First, Polri members\nwho possess skills, interest, and concern in the field of social\nentrepreneurship can initiate or run social entrepreneurial activities\nthat benefit the community. Second, Polri members can also act as\ndrivers, connectors, and facilitators to encourage the community, MSME\nactors, local communities, the private sector, academics, and relevant\nstakeholders to build productive businesses that create jobs and\nstrengthen the community\u2019s economy. Thus, sociopreneurship policing does\nnot oblige every Polri member to become an entrepreneur, but opens space\nfor members with the ability and passion in social entrepreneurship to\ncontribute more broadly. This role must still be carried out within the\ncorridors of regulations, professional ethics, integrity, transparency,\nand free from conflicts of interest, so that social entrepreneurial\nactivities are not understood merely as personal economic interests, but\nas a space for service that generates social benefits. This idea stems\nfrom the view that some criminal acts cannot be separated from economic\nproblems, such as poverty, unemployment, weak access to jobs, social\nstigma, and limited empowerment spaces. Therefore, crime prevention is\ninsufficient if carried out only through law enforcement, surveillance,\nor prosecution; it must also touch upon the social factors that can push\nsomeone into the cycle of criminality. The spirit of sociopreneurship\npolicing can also be seen in various social service practices already\ncarried out by Polri members in several regions. For example, a Polri\nmember who developed waste processing to help the economy of residents\nin Cirebon, a Polri member in East Java who opened a humanitarian\nservice space to care for and rehabilitate people with mental disorders,\nand a Polri member who established a free school or pesantren for\nchildren from underprivileged families. These practices show that the\npresence of Polri members in the community can transcend formal\nfunctions, namely by helping to deliver tangible social solutions.\n\u201cPolri is not only present when a crime has already occurred. Polri also\nneeds to continuously develop approaches that are more preventive,\nhumanist, and empowering. Sociopreneurship policing is an effort to\nre-examine the role of the police in a broader social context, namely\nhow Polri\u2019s presence can help create social value, open empowerment\nspaces, and strengthen community resilience,\u201d said Fadli. Conceptually,\nsociopreneurship policing is built upon the foundations of police\nscience, community policing, social entrepreneurship, entrepreneurial\npolicing, and social crime prevention. With these foundations, this\nconcept is not intended to replace Polri\u2019s primary function in law\nenforcement, but to complement it through a crime prevention approach\nthat is more participatory, collaborative, and directly impactful for\nthe community. Fadli hopes this idea can become a contribution of\nthought for strengthening police science and policing practices in\nIndonesia. Through a research-based approach, sociopreneurship policing\nis expected to enrich perspectives on Polri\u2019s role in building closer\nrelationships with the community, while simultaneously encouraging the\ncreation of sustainable socio-economic empowerment spaces. This\ngraduation is not only a personal academic achievement but also reflects\nthe commitment of Polri members to continuously improve the quality of\nhuman resources through higher education, research, and intellectual\ncontributions to society. It also demonstrates that Polri members have\nsignificant space to play a role not only in operational duties but also\nin the development of knowledge and the renewal of policing approaches.\nFadli\u2019s graduation as a Doctor of Law also sends a positive message that\nPolri members continue to strive to enhance intellectual capacity,\nprofessionalism, and social sensitivity. Through education, research,\nand ideas beneficial to the public, Polri is expected to be increasingly\nrecognised.<\/p>",
