Komnas Perempuan's appeal<\/p>\n
We welcome the response of President Megawati Soekarnoputri to
\nthe public demand that a presidential message be immediately
\nissued to discuss the endorsement of the Bill Against Domestic
\nViolence (RUU AKDRT). The President raised two problems, namely
\nthe preparedness of the law enforcement apparatus to support the
\nlaw's implementation, and the near-to-expiry term of office of
\nlegislators, which prevents their optimal performance.<\/p>\n
With regard to law enforcement, we, the National Commission on
\nViolence Against Women (Komnas Perempuan), affirm that relevant
\ninstitutions are more than prepared. There are 343 facilitating
\nagencies comprising 206 special service rooms at police stations
\nand 137 non-governmental organizations, which among other
\nfunctions, provide victims with legal aid.<\/p>\n
Based on a presidential instruction, Gender Focal Points have
\nbeen set up in the National Police, the Attorney General's Office
\nand the Supreme Court. All the institutions have established a
\ncooperation program until 2006 with Komnas Perempuan and partners
\nlike Derap Warapsari, Convention Watch and LBH APIK to strengthen
\nthe law enforcement capacity of handling cases of violence
\nagainst women.<\/p>\n
As for the near-to-expiry office of members of the House of
\nRepresentatives, we see no impediment to the issuance of a
\npresidential message on RUU AKDRT. Indonesian women are waiting
\nfor the President's prompt action to meet the urgent need of
\nlegal protection for female victims of domestic violence.
\nFinally, Komnas Perempuan and its partners look forward to a
\nmeeting with the President to deal with the matter.<\/p>\n
