        "content": "<p>Anis made the statement in response to the case of Second Police\nBrigadier DP, who was reportedly beaten to death by a senior officer\ninside a police dormitory at the South Sulawesi Regional Police\nheadquarters complex.<\/p>\n<p>\u201cSuch practices must be stopped, especially since Indonesia ratified\nthe International Convention Against Torture 27 years ago. Therefore,\nthe internalization of human rights must continue to be mainstreamed\nwithin the police institution,\u201d she said in an interview with ANTARA at\nthe Komnas HAM office in Jakarta on Tuesday.<\/p>\n<p>Anis explained that when invited by the Police Reform Acceleration\nCommission, Komnas HAM openly presented records of public complaints\nconcerning alleged human rights violations by police officers.<\/p>\n<p>\u201cPractices of abuse, violence, and repressive actions seem to have\nbecome a culture within the police in carrying out their duties and\nfunctions, both in law enforcement and in internal relations as well as\nrelations with the public. This must not continue,\u201d she said.<\/p>\n<p>Komnas HAM, therefore, hopes that the Police Reform Acceleration\nCommission will produce recommendations that uphold human rights\nprinciples in order to improve the performance of officers and the\npolice institution as a whole.<\/p>\n<p>\u201cIt is important to strengthen commitment and prioritize the use of\nhuman rights as a guideline in carrying out their duties,\u201d Anis\nadded.<\/p>\n<p>Previously, a young police officer identified as DP, holding the rank\nof Second Police Brigadier, was reported dead after allegedly being\nassaulted by a senior officer at the South Sulawesi Regional Police\ndormitory. Authorities are still investigating the exact cause of\ndeath.<\/p>\n<p>\u201cWe cannot yet confirm whether the victim was beaten by a group or\nnot. What is clear is that we have questioned six people, including DP\u2019s\npeers and seniors. There may be more to be questioned later,\u201d said Head\nof the Internal Affairs Division of the South Sulawesi Regional Police,\nSenior Commissioner Zulham Effendi, in Makassar on Sunday.<\/p>\n<p>The incident came to light after police received information from the\nSamapta Directorate of the South Sulawesi Regional Police regarding the\nvictim\u2019s complaint after the dawn prayer following sahur.<\/p>\n<p>Initial reports stated that the victim fell ill while at the\ndormitory and was later taken to Daya Regional General Hospital for\nmedical treatment.<\/p>\n<p>However, the victim was pronounced dead. The family, who had\ninitially been informed that he was ill, found irregularities when they\nsaw bruises on his body and blood around his mouth.<\/p>\n<p>Suspecting foul play, the family transferred the body to Bhayangkara\nHospital for a post-mortem examination to determine whether violence had\noccurred while the victim was at the dormitory.<\/p>\n<p>\u201cTo prove whether there was violence, we took the body to Bhayangkara\nHospital, as he was initially brought to Daya Hospital.
