        "content": "<p>Jakarta (ANTARA) - The National Human Rights Commission (Komnas HAM)\nhas issued 8,599 certificates of human rights violation victims\n(SKKPHAM) to victims or the families of victims of past gross human\nrights violations.<\/p>\n<p>Deputy Chair for Internal Affairs and Commissioner for Complaints of\nKomnas HAM, Prabianto Mukti Wibowo, explained during a hearing with\nCommission XIII of the House of Representatives (DPR RI) in Jakarta on\nThursday that the SKKPHAM serves as one of the requirements for applying\nfor assistance for victims of gross human rights violations.<\/p>\n<p>\u201cThe SKKPHAM forms one of the databases for the restoration of rights\nfor victims of gross human rights violations and is a requirement for\napplying for assistance to the LPSK,\u201d said Prabianto.<\/p>\n<p>Of the total, 35 SKKPHAM were issued related to the 1984 Tanjung\nPriok incident, 17 SKKPHAM related to the May 1998 riots, and two\nSKKPHAM related to the Trisakti, Semanggi 1, and Semanggi 2\nincidents.<\/p>\n<p>Furthermore, 14 SKKPHAM were issued related to enforced\ndisappearances in 1997-1998, 121 SKKPHAM for the 1989 Talangsari Lampung\nincident, 47 SKKPHAM for the mysterious shootings of 1982-1985, and\n7,928 SKKPHAM related to the 1965-1966 incidents.<\/p>\n<p>\u201cThe 2003 Jambo Keupok incident in Aceh accounts for 17; the 1998\nSimpang KKA incident in Aceh accounts for 76; and the Rumah Gedong\nincident of 1989-1998 in Aceh accounts for 342 SKKPHAM. Thus, the total\nis 8,599 SKKPHAM,\u201d he stated.<\/p>\n<p>During the hearing, Komnas HAM reiterated that fulfilling the rights\nof victims of gross human rights violations is a constitutional\nobligation and the responsibility of the state, particularly the\ngovernment.<\/p>\n<p>\u201cIn principle, the state is obliged to provide protection,\nrestoration, and reparations for victims of gross human rights\nviolations,\u201d said Prabianto.<\/p>\n<p>Human rights standards, he explained, affirm that victims have the\nright to know the truth about the human rights violations they\nexperienced, to obtain justice, and to receive restoration in the form\nof rehabilitation, compensation, or restitution.<\/p>\n<p>\u201cIn addition, victims have the right to guarantees of non-recurrence,\nwhich encompass a series of actions aimed at prevention and ensuring\nthat human rights violations do not recur,\u201d Prabianto added.<\/p>",
