JAKARTA \u2014 The debate over the Human Rights Law revision has\nintensified after the National Human Rights Commission (Komnas HAM)\ndenied the Ministry of Law and Human Rights\u2019 claim that it was involved\nin drafting the Human Rights Bill (RUU HAM).<\/p>\n
Komnas HAM Chair Anis Hidayah stated that the commission was never\ninvolved in substantive discussions or drafting of the RUU HAM from the\noutset.<\/p>\n
\u2018Komnas HAM firmly denies the claim. The commission was not involved\nin drafting the RUU HAM at any stage,\u2019 Anis said in a written statement\non Tuesday (26 May 2026).<\/p>\n
Anis added that Komnas HAM even struggled to obtain the initial draft\nof the Human Rights Law revision.<\/p>\n
She noted that the exclusion of Komnas HAM contradicts international\nprinciples on the governance of national human rights institutions,\nknown as the Paris Principles.<\/p>\n
\u2018The exclusion of Komnas HAM violates the Paris Principles \u2014\ninternational standards governing national human rights institutions \u2014\nwhich require such bodies to have broad mandates, institutional\nindependence, and full freedom to operate without political\ninterference,\u2019 she said.<\/p>\n
Anis recalled that for the past decade, Komnas HAM has maintained the\nhighest accreditation from the Global Alliance of National Human Rights\nInstitutions (GANHRI).<\/p>\n
She warned that the bill could undermine Indonesia\u2019s international\ncredibility.<\/p>\n
