Nabire (ANTARA) - The National Human Rights Commission (Komnas HAM)\nhas stated that the attack resulting in the deaths and injuries of\ncivilians in Puncak Regency, Central Papua, constitutes a human rights\nviolation.<\/p>\n
Komnas HAM Chairman Anis Hidayat, in a written statement received in\nNabire on Saturday, said that the commission had received information\nabout civilian casualties during the TNI\u2019s enforcement operation against\nthe TPNPB-OPM group on 14 April 2026 in Kembru Village, Kembru District,\nPuncak Regency.<\/p>\n
\u201cThis incident caused several civilians to lose their lives,\nincluding vulnerable groups such as women and children, as well as more\nthan a dozen others sustaining serious injuries,\u201d he said.<\/p>\n
Anis emphasised that any form of attack on civilians, whether in\nsituations of war or otherwise, cannot be justified for any reason.<\/p>\n
Attacks on civilians by state or non-state actors constitute human\nrights violations and breaches of international humanitarian law, as\nthey infringe upon the right to life and the non-derogable right to\nsecurity in any circumstances.<\/p>\n
Komnas HAM also expressed deep condolences over the loss of lives,\nparticularly among vulnerable groups.<\/p>\n
From a human rights perspective, Anis stated, civilians must receive\nmaximum protection from all parties, especially the state.<\/p>\n
\u201cLaw enforcement and security approaches must be carried out\nprofessionally, proportionately, and while respecting human rights\nprinciples,\u201d he said.<\/p>\n
Komnas HAM also called on the central and regional governments to\nimmediately take protective and recovery measures for the victims, both\nin terms of health and psychological support, and to ensure that\ncivilians are not displaced for security reasons.<\/p>\n
Furthermore, Komnas HAM urged the TNI Commander to evaluate the\nenforcement operation conducted and to ensure that law enforcement\nprocesses are professional, transparent, and thorough.<\/p>\n
Komnas HAM affirmed that it will take further monitoring steps in\naccordance with applicable mechanisms to ensure that human rights\nprotection remains upheld in the conflict area.<\/p>\n
Previously, Central Papua Governor Meki Nawipa stated that the armed\nconflict between TNI\/Polri and OPM should not sacrifice civilians,\nespecially women and children.<\/p>\n
\u201cWe condemn imprecise actions where children and women become\nvictims,\u201d he said.<\/p>\n
The Governor has communicated with the Coordinating Minister for\nPolitical, Legal, and Security Affairs as well as the Minister of Home\nAffairs to take handling measures for the shooting victims in Puncak\nRegency.<\/p>\n
