Indonesia’s Ministry of Communication and Digital Affairs is finalising a ministerial regulation setting out guidance for pricing two-wheeled, on-demand goods and food delivery services. Rather than setting prices directly, the government plans to establish a formula that balances driver earnings and risk protection with affordable prices, consumer demand and platform viability; the regulation is targeted for release before 31 December 2026.

Jakarta (ANTARA) – The Ministry of Communication and Digital Affairs
(Komdigi) is finalising rules on tariff guidance for on-demand delivery
(ODD) services for goods and food using two-wheeled vehicles.

Deputy Minister of Communication and Digital Affairs Nezar Patria
said the provisions would be set out in a ministerial regulation,
following up on the mandate in the Presidential Regulation on online
transport.

“The government will not set tariffs directly, but will draw up a
formula to guide platforms in determining prices for goods and food
delivery services,” he said in a written statement quoted in Jakarta on
Tuesday.

Speaking on the sidelines of the Digital Infrastructure Summit 2026,
Nezar said the ODD tariff formula needed to account for the service’s
differences from passenger transport, particularly in terms of risks and
the cost components borne by drivers.

He said the risks faced by drivers carrying goods or food could not
simply be treated as equivalent to those involved in transporting
passengers. The goods being carried also vary in weight and in the way
they need to be delivered.

For these reasons, the ODD pricing mechanism would not automatically
follow the upper- and lower-tariff limits applied to passenger transport
services.

“The risks of delivering goods and food differ from those of
transporting people. The transport costs for goods and food are also
different,” Nezar said.

Komdigi is currently examining various components involved in setting
tariffs, including transport cost structures, service patterns and the
algorithms each platform uses to determine prices.

The government has also held discussions with stakeholders, including
representatives of motorcycle ride-hailing drivers, platform companies,
and relevant ministries and agencies.

Nezar added that the formula’s main aim was to increase drivers’
earnings while protecting them against the risks they face while
providing the service. However, the government was also considering the
sustainability of the ODD ecosystem as a whole.

He said excessively high prices could reduce consumer orders and
ultimately affect drivers’ incomes.

“We must not favour one side only, only for prices to become so high
that consumers complain. As a result, there would be fewer orders. If
there are fewer orders, drivers’ earnings would also fall,” he said.

The government is therefore seeking a balance between protecting
drivers and raising their incomes, keeping prices affordable for
consumers, and ensuring platforms can continue operating
sustainably.

The ministerial regulation on tariff guidance for goods and food
delivery is targeted for release before 31 December 2026.
",
