        "content": "<p>Jakarta, CNBC Indonesia - The Ministry of Communication and Digital\n(Komdigi) has given an ultimatum to the Wikimedia Foundation to complete\nthe registration process as an Electronic System Operator (PSE). If not,\nthe Wikipedia website faces the threat of being blocked.<\/p>\n<p>The Wikimedia Foundation has been given seven working days to\nregister. Director General of Digital Space Supervision Alexander Sabar\nassured that the ministry would not hesitate to impose sanctions, as the\ngiven deadline is already sufficiently long.<\/p>\n<p>Previously, Komdigi had notified Wikimedia to register since 14\nNovember 2025. However, it then requested an extension, and to this day,\nthe registration obligation has not been fulfilled.<\/p>\n<p>\u201cIn the latest extension period, namely seven days, the Wikimedia\nFoundation is expected to immediately complete the PSE registration\nprocess in accordance with applicable regulations. If there is still no\ncompliance with Indonesian law, we will take firm action in the form of\nblocking,\u201d emphasised Alex, quoted in its official statement on Friday\n(17\/4\/2026).<\/p>\n<p>The blocking will be applied to Wikimedia services. Not only\nWikipedia, the impact of this policy will also apply to Wikimedia\nCommons.<\/p>\n<p>Platforms operating in Indonesia are required to register as PSE. The\nrelated regulation is contained in Minister of Communication and\nInformatics Regulation No.\u00a05 of 2020 on Private Scope Electronic System\nOperators, including sanctions for non-compliant parties ranging from\nwritten warnings to service blocking.<\/p>\n<p>PSE registration is carried out free of charge and is applied\nequally. This includes platforms that are for-profit or non-profit.<\/p>\n<p>\u201cThis is done to protect the public, as well as to protect the\nplatform itself, in this case Wikimedia, so that it is legally\nprotected,\u201d he explained.<\/p>\n<p>The following is the timeline of PSE compliance evaluation for the\nWikimedia Foundation from Komdigi:<\/p>\n<ul>\n<li><p>14 November 2025: Komdigi sends initial notification regarding\nthe private scope PSE registration obligation<\/p><\/li>\n<li><p>21 November 2025: Wikimedia requests an extension, Komdigi\nfulfils the request<\/p><\/li>\n<li><p>1 December 2025: Wikimedia requests another extension, Komdigi\nfulfils the request<\/p><\/li>\n<li><p>6 January 2026: Wikimedia requests another extension, with the\nfinal deadline on 20 January 2026<\/p><\/li>\n<li><p>28 January 2026: Wikimedia violates the final deadline, Komdigi\nsends a notification letter on the plan to block<\/p><\/li>\n<li><p>28 January 2026 - 25 February 2026: During this period, the\nWikimedia Foundation again provides no response to the blocking\nplan<\/p><\/li>\n<li><p>25 February 2026: Limited blocking on the auth.wikimedia.org\nlink<\/p><\/li>\n<li><p>7 April 2026: Komdigi invites Wikimedia for a meeting to discuss\nPSE registration<\/p><\/li>\n<li><p>9 April 2026: Wikimedia states it has no representative in\nIndonesia<\/p><\/li>\n<li><p>13 April 2026: Wikimedia still has not registered as a private\nscope PSE<\/p><\/li>\n<li><p>15 April 2026: Komdigi gives the final extension, namely seven\ndays; if not registered, it will be blocked<\/p><\/li>\n<\/ul>",
