        "content": "<p>Kupang, NTT (ANTARA) - The Ministry of Environment and Forestry (KLH)\nis urging Kupang City to become a role model for an integrated waste\nmanagement system in East Nusa Tenggara Province (NTT). \u201cI see a strong\ncommitment in Kupang City. This is important because, as the provincial\ncapital, Kupang should set an example. We want one region in NTT to\nbecome a role model, and Kupang City has the potential for that,\u201d said\nHaruki Agustina, Director of Climate Change Mitigation at KLH, in Kupang\non Thursday. She conveyed this during an audience with Kupang Mayor\nChristian Widodo and his local government team. In the meeting, she\nappreciated the commitment and progressive steps taken by the Kupang\nCity Government (Pemkot) in overhauling the waste management system. She\nfirmly urged Kupang City to emerge as the face of change in NTT. This\nsupport is based on the improvement in Kupang City\u2019s waste management\nperformance from 41.93 to 50.8 according to the latest assessment.\nAlthough still in the development category, this trend is seen as a\npositive signal towards more significant improvements. The central\ngovernment is targeting more ambitious increases, with a push for a rise\nof up to 15 points, surpassing the national minimum target. \u201cIf it only\nrises by 10, that\u2019s not maximal. I want Kupang City to rise higher.\nWe\u2019re pushing together so it can become a real example,\u201d she emphasised.\nTo realise this, KLH is ready to provide full assistance, from enhancing\nhuman resource capacity, strengthening community extension systems, to\nencouraging collaboration with the private sector through corporate\nsocial and environmental responsibility (TJSL) programmes. Haruki said\none strategy to be developed is a pilot project for integrated waste\nmanagement based on sub-districts with a zero-waste concept. She\nstressed that the key to success lies in changing community behaviour,\nwhich must be supported by consistent and integrated service systems. As\na concrete step, the central government is also encouraging the\ninvolvement of cross-sectoral extension workers, including from the\nNational Population and Family Planning Board (BKKBN) and health\nworkers, to strengthen education on waste sorting at the source.\nAccording to her, with stronger synergy between the central and local\ngovernments, Kupang City is now on the right track to transform into a\npilot city for waste management in NTT, even potentially becoming an\ninspiration for other regions in Indonesia. \u201cIf one city in NTT\nsucceeds, it will become a gateway for change for the others. We believe\nKupang City can start that,\u201d she stated. Meanwhile, Kupang Mayor\nChristian Widodo affirmed the full readiness of Pemkot Kupang to\ntransform and address these challenges. \u201cWe realise that building a\nwaste management system is not an instant task. But we have a strong\ncommitment. We\u2019re starting from zero, building a clear roadmap from\nupstream to downstream,\u201d he said. He explained that Kupang City\ncurrently produces around 267 tonnes of waste per day. For this, the\ncity government has designed a region-based management system, with a\ntarget for each sub-district to have an Integrated Waste Processing Site\n(TPST), so that only residue is disposed of at the landfill. \u201cWe no\nlonger want to just move waste from one point to another. There must be\nprocessing. Our target is only 15 percent residue entering the\nlandfill,\u201d he clarified. Nevertheless, he acknowledged that the biggest\nchallenge remains public awareness and participation. \u201cChanging habits\nis not easy. But we won\u2019t stop. We\u2019re continuously educating, from\nschools, churches, to the neighbourhood level,\u201d he said.
