\n'ocean policy'<\/p>\n
KUALA LUMPUR (AFP): Maritime experts were yesterday mulling
\nways to shape a new \"ocean policy\" for Malaysia to protect the
\nMalacca Strait from encroachment and pollution and maximize its
\neconomic potential.<\/p>\n
\"The Strait of Malacca is a life line to Malaysia. We have to
\ndo a lot more to keep it safe, clean and economically rich,\" said
\nB.A. Hamzah, director-general of the Malaysian Institute of
\nMaritime Affairs (MIMA), a maritime think-tank.<\/p>\n
MIMA opened yesterday a two-day conference of more than 100
\nMalaysian government officers and diplomats and maritime experts
\nfrom France, the United States, Japan, South Korea, Netherlands
\nand Norway to help formulate a new ocean policy for Kuala Lumpur.<\/p>\n
The officials and experts are assisting MIMA in a study on how
\nthe various maritime laws and enforcement bodies of Malaysia
\ncould be integrated to safeguard the narrow waterway on the west
\nand the broader South China Sea on the east, Hamzah said.<\/p>\n
He said the lack of coordination among the various agencies
\nwas a major hindrance to maritime enforcement in Malaysia.<\/p>\n

BANGKOK (AFP): A former head of Thailand's national police
\nforce and six other officers face charges over the handling of
\nthe 1989 theft of US$20 million in jewelry from Saudi Arabia, an
\nInterior Ministry source said yesterday.<\/p>\n
Warrants for the arrest of former director-general Sawasdi
\nAmornvivat, Police Gen. Sanong Wattanawarangkul and five lower
\nranking officers have been prepared, the source told AFP.<\/p>\n
But they have not yet been issued because Aree Wongsearaya,
\npermanent secretary at the Interior Ministry, left for the United
\nStates yesterday without signing the warrants, he said.<\/p>\n
The case involves the theft of precious jewels from the palace
\nof a Saudi prince by a Thai domestic worker. The Thai returned
\nhome and was caught the following year.<\/p>\n
Some of the jewelry was never returned to the prince and much
\nof what was handed back was fake.<\/p>\n
Most Singaporeans
\nback caning<\/p>\n
SINGAPORE (Reuter): Eight of 10 Singaporeans familiar with the
\ncase of American teenager Michael Fay approve the flogging
\nsentence he received for vandalism, a survey by Singapore state
\ntelevision found.<\/p>\n
The Singapore Broadcasting Corporation (SBC) said yesterday
\nthat the survey it commissioned also showed nearly the same
\nnumber of Singaporeans felt that no exception should be made for
\nthe 18-year-old Fay, now awaiting a decision from Singapore
\nPresident Ong Teng Cheong on an appeal for clemency.<\/p>\n
An SBC official said 272 Singaporeans over the age of 15 were
\nasked over the telephone if they were aware of Fay's case,
\nwhether they approved of the caning sentence and if they thought
\nthe government should make an exception to the law by not
\nflogging Fay.<\/p>\n
The survey was conducted by Media Research Pte Ltd between
\nApril 15 and 21.<\/p>\n
Ancient cliff
\npainting found<\/p>\n
BANGKOK (AFP): An ancient painting has been found on a cliff
\nface in northeast Thailand, and the local government hopes to
\nturn it into a tourist attraction, a district official said
\nyesterday.<\/p>\n
Srinakarinwiroj University archeologists recently inspected
\nthe painting on a face of Hill 362 near Ban Nong Saeng village,
\nsome 630 kilometers from Bangkok, and believe it to be very old,
\nsaid Thongkam Champathong, the deputy official of Boonthrik
\ndistrict in Ubon Ratchatani province.<\/p>\n
The painting in red depicts a cow surrounded by a fence with a
\ntriangular shape believed to be hay, Thongkam said.<\/p>\n
The deputy governor of the province inspected the painting on
\nTuesday and the government now hopes to develop the site as a
\ntourist attraction, he said.<\/p>\n
Thailand to test
\nHIV vaccine<\/p>\n
BANGKOK (AFP): Thailand will begin its first tests in June of
\na vaccine to combat the virus that leads to the deadly Acquired
\nImmune Deficiency Syndrome (AIDS), a Thai Red Cross official said
\nyesterday.<\/p>\n
Thirty test subjects will be chosen from among 70 volunteers,
\nsaid the official, who works on the project. Of these, 24 will be
\ngiven the actual vaccine to combat the Human Immuno-deficiency
\nVirus (HIV) and a control group of six will receive a placebo.<\/p>\n
The volunteers include a monk, taxi driver, military officer,
\npoliceman, lawyer, nurse and teacher, but most are businessmen,
\nhe said.<\/p>\n
The official did not say why the people had volunteered for
\nthe project, which will be small and merely repeat work that has
\nbeen done in the United States and is now in progress in
\nAustralia and China.<\/p>\n
Mahathir leaves
\nfor Zimbabwe<\/p>\n
KUALA LUMPUR (AFP): Malaysian Prime Minister Mahathir Mohamad
\nleft here yesterday on a five-day visit to Zimbabwe where he will
\nhold talks with President Robert Mugabe, officials said.<\/p>\n
Mahathir's working visit will also see three bilateral
\neconomic pacts signed between Malaysia and Zimbabwe, they said.<\/p>\n
The visit, the first by a Malaysian premier, is aimed at
\nboosting trade and economic cooperation with the South African
\nstate.<\/p>\n
Mahathir, who is accompanied by a business delegation, is
\nscheduled to open the Zimbabwe International Trade Festival 1994
\nin Bulawayo, 450 kilometers from Harare, at the invitation of
\nMugabe.<\/p>\n
He would also witness the signing of three memoranda of
\nunderstanding on the avoidance of double taxation, investment
\nguarantees and air services.<\/p>\n
Miss Malaysia says
\nsorry to RP maids<\/p>\n
MANILA (AFP): Miss Malaysia, in the Philippines to compete in
\nnext month's Miss Universe beauty pageant, has apologized on
\nbehalf of her country for the arrest of 1,200 Filipina maids,
\npress reports here said yesterday.<\/p>\n
Going further than Malaysian Prime Minister Mahathir Mohamad,
\nthe 18-year-old Liza Koh was quoted as saying, \"I am sorry about
\nwhat happened to your fellowmen. It's just that our government
\nmay have overreacted and detained all the girls.\"<\/p>\n
\"My personal apology to you in behalf of my country,\" she
\nsaid.<\/p>\n
The Philippine government had officially protested against the
\nPalm Sunday roundup of the Filipinas at a Roman Catholic
\nchurchyard in Kuala Lumpur, but the Malaysian government did not
\napologize, saying the women were detained for illegally staying
\nin the country.<\/p>\n
Most of the women were subsequently freed without charges.<\/p>\n
Army colonel
\nplunges to death<\/p>\n
BANGKOK (Reuter): An army colonel plunged from more than 1,000
\nmeters to his death when his parachute failed to open properly on
\na training exercise, officials said yesterday.<\/p>\n
Col. Krispetch Kamdee was dead on arrival at hospital in Lop
\nBuri 153 kilometers north of Bangkok on Tuesday.<\/p>\n
Krispetch had jumped from a helicopter during a training
\nexercise at the army's special warfare command headquarters, an
\narmy spokesman in Lop Buri said.<\/p>",
